近日【光伏資訊】微信公眾號(hào)了解到，為規(guī)范分布式光伏發(fā)電項(xiàng)目備案、建設(shè)、運(yùn)維管理，推進(jìn)分布式光伏發(fā)電應(yīng)用，近日，中山市發(fā)改局發(fā)布關(guān)于《中山市發(fā)展和改革局分布式光伏發(fā)電項(xiàng)目建設(shè)管理暫行辦法（征求意見(jiàn)稿）》征求公眾意見(jiàn)的通告，征求意見(jiàn)時(shí)間截至12月30日。
《征求意見(jiàn)稿》明確， 中山市分布式光伏發(fā)電項(xiàng)目必須依照本辦法進(jìn)行管理，項(xiàng)目施工單位須符合本辦法的備案管理要求。同時(shí)，在項(xiàng)目建設(shè)管理中，中山市指出：
1、分布式光伏項(xiàng)目建設(shè)使用的太陽(yáng)能組件須為A級(jí)品質(zhì)，其生產(chǎn)企業(yè)要納入國(guó)家工信部名錄或產(chǎn)品通過(guò)TUV國(guó)際產(chǎn)品質(zhì)量認(rèn)證，提供10年工藝質(zhì)保和25年功率不低于額定功率80%有限質(zhì)保。

2、分布式光伏項(xiàng)目建設(shè)使用的逆變器必須是經(jīng)國(guó)家認(rèn)監(jiān)委批準(zhǔn)的認(rèn)證機(jī)構(gòu)認(rèn)證且達(dá)標(biāo)的產(chǎn)品，并提供不低于5年的質(zhì)保。采用的配電箱必須是成套配電箱，箱內(nèi)并網(wǎng)設(shè)備要配備符合安全需求，成套配電箱內(nèi)開(kāi)關(guān)要提供3C認(rèn)證和出廠檢驗(yàn)報(bào)告。電纜要采用銅芯電纜，其中直流電纜采用中國(guó)質(zhì)量中心認(rèn)證的光伏專(zhuān)用電纜。項(xiàng)目建設(shè)須符合低壓配電設(shè)計(jì)規(guī)范（GB50054-2011）。
3、分布式光伏項(xiàng)目必須安裝防雷接地設(shè)施，并符合國(guó)家建筑物防雷設(shè)計(jì)規(guī)范（GB50057-2010）。
4、分布式光伏項(xiàng)目所采用的材料防火等級(jí)要符合國(guó)家建筑設(shè)計(jì)防火規(guī)范（GB50016-2014）。
5、分布式光伏項(xiàng)目建設(shè)采用的光伏支架要采用防腐防銹材質(zhì)，材質(zhì)符合《太陽(yáng)能光伏系統(tǒng)支架通用技術(shù)要求JG/T490-2016》,光伏支架風(fēng)力荷載與重力荷載等級(jí)符合國(guó)家鋼結(jié)構(gòu)工程施工質(zhì)量驗(yàn)收規(guī)范（GB50205-2001），光伏組件最高點(diǎn)距離鋪設(shè)平面的高度不得高于2.8米或不高于建筑物最高平面1米（特指具有樓梯間的居民樓）。
6、分布式光伏項(xiàng)目要具備實(shí)時(shí)監(jiān)測(cè)功能，發(fā)電量等有關(guān)信息要具備接入移動(dòng)設(shè)備APP的能力。

第一章 總則
第一條 為規(guī)范分布式光伏發(fā)電項(xiàng)目備案、建設(shè)、運(yùn)維管理，推進(jìn)分布式光伏發(fā)電應(yīng)用，根據(jù)《國(guó)務(wù)院關(guān)于促進(jìn)光伏產(chǎn)業(yè)健康發(fā)展的若干意見(jiàn)》《國(guó)家能源局分布式光伏發(fā)電項(xiàng)目管理暫行辦法》《廣東省發(fā)展改革委轉(zhuǎn)發(fā)國(guó)家能源局關(guān)于印發(fā)分布式光伏發(fā)電項(xiàng)目管理暫行辦法的通知》《廣東電網(wǎng)公司分布式發(fā)點(diǎn)項(xiàng)目并網(wǎng)服務(wù)工作指引》等有關(guān)規(guī)定，制定本辦法。
第二條 本辦法所指分布式光伏發(fā)電項(xiàng)目是指在用戶所在場(chǎng)地或附近建設(shè)，并入35千伏以下電壓等級(jí)配電網(wǎng)，并具備配電網(wǎng)系統(tǒng)平衡調(diào)節(jié)特征的光伏發(fā)電設(shè)施。分布式光伏項(xiàng)目設(shè)施包括光伏組件、逆變器、電箱、防雷接地棒及鋼（其他防銹材質(zhì)）結(jié)構(gòu)支架等部分，項(xiàng)目屋頂擅自架設(shè)的磚混結(jié)構(gòu)支架或設(shè)備用房不屬于光伏項(xiàng)目設(shè)施。
第三條 全市范圍內(nèi)的分布式光伏項(xiàng)目須依照本辦法進(jìn)行管理，項(xiàng)目施工單位須符合本辦法的備案管理要求。
第四條 分布式光伏發(fā)電可選擇“全額上網(wǎng)、全部自用、自發(fā)自用余電上網(wǎng)”三種運(yùn)營(yíng)模式。電網(wǎng)企業(yè)采用先進(jìn)技術(shù)優(yōu)化電網(wǎng)運(yùn)行管理，為分布式光伏發(fā)電運(yùn)行提供系統(tǒng)支撐，保障電力用戶安全用電。以項(xiàng)目所在的土地性質(zhì)作為用電性質(zhì)的認(rèn)定依據(jù),在宅基地上建設(shè)的分布式光伏項(xiàng)目只能作為居民用電性質(zhì)申請(qǐng)備案登記；在工業(yè)用地或建設(shè)用地上建設(shè)分布式光伏項(xiàng)目只能作為工商業(yè)用電性質(zhì)申請(qǐng)備案登記。
第五條 分布式光伏發(fā)電項(xiàng)目實(shí)行簡(jiǎn)化流程，免除發(fā)電業(yè)務(wù)許可與、規(guī)劃選址、土地預(yù)審、水土保持、環(huán)境影響評(píng)價(jià)、節(jié)能評(píng)估、社會(huì)風(fēng)險(xiǎn)評(píng)估等支持性文件。非經(jīng)營(yíng)性小型分布式光伏設(shè)施免于辦理建設(shè)工程規(guī)劃許可證。
第二章 項(xiàng)目備案、登記和指標(biāo)分配
第五條 中山市發(fā)展和改革局（以下簡(jiǎn)稱“市發(fā)展改革局”）根據(jù)國(guó)務(wù)院投資項(xiàng)目管理規(guī)定和省能源主管部門(mén)下達(dá)的本地區(qū)分布式光伏發(fā)電項(xiàng)目的年度指導(dǎo)性規(guī)模指標(biāo)，對(duì)分布式光伏發(fā)電項(xiàng)目按權(quán)限實(shí)行備案制管理。
電網(wǎng)企業(yè)負(fù)責(zé)實(shí)施規(guī)模指標(biāo)內(nèi)分布式光伏發(fā)電項(xiàng)目登記。
第六條 企業(yè)分布式光伏項(xiàng)目建設(shè)前須登錄“廣東省企業(yè)投資項(xiàng)目備案系統(tǒng)”向市發(fā)展改革局遞交備案申請(qǐng)及有關(guān)資料，在材料齊備的條件下，市發(fā)展改革局在1個(gè)工作日內(nèi)完成項(xiàng)目備案，出具《廣東省企業(yè)投資項(xiàng)目備案證》。項(xiàng)目單位不得自行變更項(xiàng)目備案文件的主要事項(xiàng)，包括投資主體、建設(shè)地點(diǎn)、項(xiàng)目規(guī)模、運(yùn)營(yíng)模式等。確需變更時(shí)，向備案部門(mén)提交項(xiàng)目備案變更申請(qǐng)。網(wǎng)上備案須提交材料如下：
（一）廣東省企業(yè)投資項(xiàng)目備案申請(qǐng)表；
（二）項(xiàng)目基本情況：包括項(xiàng)目名稱、建設(shè)地址、建設(shè)規(guī)模、建設(shè)條件等。
第七條 居民利用自有住宅及在住宅區(qū)域內(nèi)建設(shè)的分布式光伏發(fā)電項(xiàng)目，在電網(wǎng)企業(yè)直接提出登記申請(qǐng)并提交有關(guān)資料，電網(wǎng)企業(yè)按月集中向市發(fā)展改革局備案。
第八條 企業(yè)和居民分布式光伏項(xiàng)目在備案時(shí)應(yīng)向項(xiàng)目所在地電網(wǎng)企業(yè)提交登記申請(qǐng)需提供的材料：
（一）380V及以下低壓接入的分布式光伏發(fā)電項(xiàng)目
1、居民分布式光伏發(fā)電項(xiàng)目需提供：
（1）《分布式光伏發(fā)電項(xiàng)目并網(wǎng)接入申請(qǐng)表（低壓）》（附件1）；
（2）申請(qǐng)人身份證明材料（身份證、戶口簿或護(hù)照等）；
（3）項(xiàng)目建設(shè)地點(diǎn)房產(chǎn)證或其他房屋產(chǎn)權(quán)證明文件；若項(xiàng)目所依托建筑為租賃，則還須提供租賃協(xié)議；
（4）對(duì)于占用公共場(chǎng)地的項(xiàng)目，還需提供業(yè)主委員會(huì)出具的項(xiàng)目同意書(shū)（附件3）或所有相關(guān)居民家庭簽字的項(xiàng)目同意書(shū)（附件4），物業(yè)公司出具的開(kāi)工許可意見(jiàn)（附件5）；
（5）施工人員電工進(jìn)網(wǎng)作業(yè)許可證或特種作業(yè)操作證（電工）或其他符合國(guó)家規(guī)定的資質(zhì)證明材料
2、企業(yè)分布式光伏發(fā)電項(xiàng)目需提供：
（1）廣東省企業(yè)投資項(xiàng)目備案證；
（2）《分布式光伏發(fā)電項(xiàng)目并網(wǎng)接入申請(qǐng)表（低壓）》（附件1）；
（3）光伏發(fā)電項(xiàng)目接入系統(tǒng)方案（參考附件6）；
（4）企業(yè)法人營(yíng)業(yè)執(zhí)照；
（5）法定代表人身份證；
（6）設(shè)計(jì)單位營(yíng)業(yè)執(zhí)照、法定代表人身份證復(fù)印件，施工設(shè)計(jì)圖紙。
（7）施工及試驗(yàn)單位資質(zhì)、營(yíng)業(yè)執(zhí)照、法定代表人身份證和施工人員電工證復(fù)印件。
（二）10kV或20kV中壓接入的分布式光伏發(fā)電項(xiàng)目
（1）廣東省企業(yè)投資項(xiàng)目備案證；
（2）《分布式光伏發(fā)電項(xiàng)目并網(wǎng)接入申請(qǐng)表（中壓）》（附件2）；
（3）光伏發(fā)電項(xiàng)目接入系統(tǒng)方案（參考附件6）；
（4）企業(yè)法人營(yíng)業(yè)執(zhí)照；
（5）法定代表人身份證；
（6）設(shè)計(jì)單位營(yíng)業(yè)執(zhí)照、法定代表人身份證復(fù)印件，施工設(shè)計(jì)圖紙。
（7）施工及試驗(yàn)單位資質(zhì)、營(yíng)業(yè)執(zhí)照、法定代表人身份證和施工人員電工證復(fù)印件。
第九條 在項(xiàng)目竣工并符合并網(wǎng)驗(yàn)收條件時(shí)，項(xiàng)目單位需書(shū)面向電網(wǎng)企業(yè)提交《中山市分布式光伏發(fā)電項(xiàng)目并網(wǎng)調(diào)試和驗(yàn)收申請(qǐng)書(shū)》。電網(wǎng)企業(yè)在接到申請(qǐng)書(shū)后7個(gè)工作日內(nèi)組織并網(wǎng)調(diào)試和驗(yàn)收，將驗(yàn)收情況書(shū)面反饋給項(xiàng)目單位，項(xiàng)目通過(guò)驗(yàn)收后，在15個(gè)工作日內(nèi)審核登記并與項(xiàng)目業(yè)主簽訂《并網(wǎng)協(xié)議》、《購(gòu)售電合同》、《運(yùn)行調(diào)度協(xié)議》(中壓接入需運(yùn)行調(diào)度協(xié)議)等文件。
對(duì)于居民利用自有住宅及在住宅區(qū)域內(nèi)建設(shè)用電性質(zhì)為居民用電的分布式光伏發(fā)電項(xiàng)目。電網(wǎng)企業(yè)按照簡(jiǎn)化程序辦理并網(wǎng)手續(xù)，原則上不超過(guò)30個(gè)工作日辦理期限，居民分布式項(xiàng)目完成登記備案后因不可抗力需過(guò)戶的要重新登記備案，原登記備案自動(dòng)失效。
第三章 項(xiàng)目建設(shè)管理
第十條 分布式光伏項(xiàng)目施工企業(yè)與項(xiàng)目業(yè)主須簽訂建設(shè)施工承包合同（合同須包含本辦法第十一至十六條要求，未盡事宜可另行約定），并向項(xiàng)目業(yè)主開(kāi)具增值稅發(fā)票。
第十一條 分布式光伏項(xiàng)目建設(shè)使用的太陽(yáng)能組件須為A級(jí)品質(zhì)，其生產(chǎn)企業(yè)要納入國(guó)家工信部名錄或產(chǎn)品通過(guò)TUV國(guó)際產(chǎn)品質(zhì)量認(rèn)證，提供10年工藝質(zhì)保和25年功率不低于額定功率80%有限質(zhì)保。

第四章 運(yùn)營(yíng)與監(jiān)督管理
第十七條 分布式光伏項(xiàng)目投資和建設(shè)企業(yè)的運(yùn)營(yíng)和管理遵循國(guó)家及本省、市的分布式光伏運(yùn)營(yíng)和管理的技術(shù)規(guī)范和服務(wù)標(biāo)準(zhǔn)。職責(zé)包括：
（一）建立分布式光伏項(xiàng)目管理體系，對(duì)運(yùn)營(yíng)過(guò)程進(jìn)行管理，為用戶提供運(yùn)維服務(wù)及其他服務(wù)。
（二）負(fù)責(zé)分布式光伏的維修和維護(hù)，確保光伏發(fā)電設(shè)施安全運(yùn)行。
（三）定期對(duì)本單位項(xiàng)目的安全生產(chǎn)狀況進(jìn)行檢查，并記錄檢查情況。對(duì)項(xiàng)目存在的安全隱患，采取措施予以消除。
（四）在光伏設(shè)施的明顯位置粘貼直觀、簡(jiǎn)潔的用戶操作說(shuō)明和安全警示等信息。
第十八條 分布式光伏項(xiàng)目在建設(shè)過(guò)程中施工企業(yè)是責(zé)任主體并承擔(dān)安全生產(chǎn)主體責(zé)任；項(xiàng)目在符合本辦法要求建成并網(wǎng)并完成移交后，項(xiàng)目業(yè)主或持有者是項(xiàng)目安全生產(chǎn)的責(zé)任主體。
第十九條 分布式光伏項(xiàng)目建設(shè)施工企業(yè)要建立安全生產(chǎn)責(zé)任制度，建立健全施工安全隱患排查治理制度，項(xiàng)目施工過(guò)程中加強(qiáng)安全管理，確保項(xiàng)目施工安全。項(xiàng)目施工單位對(duì)已建成的項(xiàng)目的安全運(yùn)轉(zhuǎn)情況要連續(xù)5年每半年進(jìn)行一次檢查并記錄。市發(fā)展改革局負(fù)責(zé)行業(yè)監(jiān)管職責(zé)，負(fù)責(zé)監(jiān)督全市分布式光伏施工企業(yè)落實(shí)企業(yè)主體責(zé)任，對(duì)未完善企業(yè)安全管理并造成嚴(yán)重后果的單位視情節(jié)嚴(yán)重將進(jìn)行通報(bào)批評(píng)等處理。
第二十條 分布式光伏項(xiàng)目施工企業(yè)要按照本辦法第十一至十六條要求對(duì)已建成的光伏項(xiàng)目進(jìn)行檢查，對(duì)不符合本辦法要求的項(xiàng)目必須進(jìn)行整改。分布式光伏投資、施工和運(yùn)營(yíng)企業(yè)違反本辦法規(guī)定的，按照法律、法規(guī)有關(guān)規(guī)定進(jìn)行處理。涉嫌犯罪的，依法移送司法機(jī)關(guān)追究刑事責(zé)任。
第五章 并網(wǎng)、計(jì)量與結(jié)算
第二十一條 接入公共電網(wǎng)的分布式光伏發(fā)電項(xiàng)目，接入系統(tǒng)工程以及因接入引起的公共電網(wǎng)改造部分由電網(wǎng)企業(yè)投資建設(shè)。接入用戶側(cè)的分布式光伏發(fā)電項(xiàng)目，用戶側(cè)的配套工程由項(xiàng)目單位投資建設(shè)。
第二十二條  電網(wǎng)企業(yè)負(fù)責(zé)對(duì)分布式光伏發(fā)電項(xiàng)目的全部發(fā)電量、上網(wǎng)電量分別計(jì)量，免費(fèi)提供并安裝電能計(jì)量表。電網(wǎng)企業(yè)在有關(guān)并網(wǎng)接入和運(yùn)行等所有環(huán)節(jié)提供的服務(wù)均不向項(xiàng)目單位收取費(fèi)用。
第二十三條 享受電量補(bǔ)助政策的分布式光伏發(fā)電項(xiàng)目，由電網(wǎng)企業(yè)負(fù)責(zé)向項(xiàng)目單位轉(zhuǎn)付國(guó)家補(bǔ)貼資金，按月結(jié)算余電上網(wǎng)電量電費(fèi)。結(jié)算賬戶戶名需與申報(bào)業(yè)主單位一致。
第六章 附則
第二十四條 本辦法由中山市發(fā)展和改革局負(fù)責(zé)解釋。
第二十五條 本辦法自2020年X月X日起施行，有效期至20XX年X月X日。本規(guī)范性文件已經(jīng)中山市司法局合法性審查同意發(fā)布，編號(hào)為 XX 。

2. The inverter used in the construction of distributed photovoltaic projects must be certified by the certification body approved by the CNCA and reach the standard, and provide a warranty of no less than 5 years. The distribution box must be a complete set. The grid-connected devices in the box must meet safety requirements. The switches in the complete set of distribution boxes must provide 3C certification and factory inspection reports. Cables shall be copper core cables, and dc cables shall be photovoltaic cables certified by China Quality Center.The construction of the project shall comply with the low-voltage power distribution design specifications (GB50054-2011).

3, distributed photovoltaic projects must be installed lightning protection grounding facilities, and comply with the national building lightning protection design code (GB50057-2010).

4. The fire grade of materials used in distributed photovoltaic projects should conform to the National Code for Building Design Fire Protection (GB50016-2014).

5. The photovoltaic bracket used in distributed photovoltaic project construction should be anticorrosive and rust-proof material, which conforms to the General Technical Requirements of Solar Photovoltaic System Bracket JG/T490-2016. The wind load and gravity load grade of photovoltaic bracket conform to the National Steel Structure Engineering Construction quality Acceptance Code (GB50205-2001). The highest point of photovoltaic modules shall not be more than 2.8 meters from the laying plane or 1 meter from the highest plane of buildings (especially residential buildings with stairwells).

6. Distributed photovoltaic projects should have real-time monitoring function, and related information such as power generation should have the ability to access mobile device APP.

Interim Measures for The Construction and Management of Distributed Photovoltaic Power Generation Projects of Zhongshan Development and Reform Bureau (Draft)

Chapter I General Provisions

Article 1 In order to standardize the filing, construction, operation and maintenance management of distributed photovoltaic power generation projects and promote the application of distributed photovoltaic power generation, According to the State Council on promoting the healthy development of photovoltaic industry several opinions of the National Energy Administration distributed photovoltaic power generation project management interim measures "forward" the National Development and Reform Commission of guangdong province's National Energy Administration about distributed photovoltaic power generation project management interim measures "notice" distributed points of guangdong power grid companies grid service guide "and other relevant regulations and these measures.

Article 2 Distributed photovoltaic power generation projects referred to in these Measures refer to photovoltaic power generation facilities built at or near the user's site, incorporated into the power distribution network of voltage grade below 35 kv, and equipped with the characteristics of balance adjustment of the power distribution network system. Distributed photovoltaic project facilities include photovoltaic modules, inverters, electrical boxes, lightning protection grounding rods and steel (other rust-proof materials) structural supports, etc. Brick and concrete structure supports or equipment rooms erected without authorization on the roof of the project do not belong to photovoltaic project facilities.

Article 3 Distributed photovoltaic projects within the scope of the city shall be managed in accordance with these Measures, and the project construction units shall meet the requirements for archival management of these Measures.

Article 4 Distributed photovoltaic power generation can choose three operation modes: "Full Internet access, all self-use, spontaneous self-use surplus electricity Internet access". Power grid enterprises adopt advanced technologies to optimize power grid operation management, provide system support for distributed photovoltaic power generation operation, and ensure the safe use of electricity by power users.The nature of the land where the project is located is taken as the basis for determining the nature of electricity consumption. Distributed photovoltaic projects built on the homestead can only be filed and registered as the nature of residential electricity consumption. The construction of distributed photovoltaic projects on industrial land or construction land can only be filed and registered as the nature of industrial and commercial power consumption.

Article 5 Distributed photovoltaic power generation projects shall implement simplified procedures and exempt power generation business licensing, site selection planning, land pre-examination, water and soil conservation, environmental impact assessment, energy conservation assessment, social risk assessment and other supporting documents. Non-operational small-scale distributed photovoltaic facilities are exempted from construction project planning permit.

Chapter II Archival filing, registration and Index allocation of Projects

Article 5 The Development and Reform Bureau of Zhongshan City (hereinafter referred to as the "Municipal Development and Reform Bureau") shall, in accordance with the investment project management regulations of The State Council and the annual guiding scale index of distributed PHOTOVOLTAIC power generation projects in this region assigned by the provincial energy department, implement the record management of distributed PHOTOVOLTAIC power generation projects according to its authority.

Power grid enterprises are responsible for the registration of distributed photovoltaic power generation projects within the scale index.

Article 6 Before the construction of a distributed photovoltaic project, an enterprise shall log in to the "Guangdong Province Enterprise Investment Project Filing System" and submit the filing application and relevant materials to the Municipal Development and Reform Bureau. Under the condition that all the materials are ready, the Municipal Development and Reform Bureau shall complete the project filing within 1 working day and issue the "Guangdong Province Enterprise Investment Project Filing Certificate". The project unit may not change the major items in the project archival documents, including the investment entity, construction site, project scale, operation mode, etc. When it is really necessary to change, the application for project record change shall be submitted to the record department. Materials to be submitted for online filing are as follows:

(1) Application form for archival filing of Enterprise investment projects in Guangdong Province;

(2) Basic information of the project: including the project name, construction site, construction scale and construction conditions, etc.

Article 7 Residents using self-owned houses or distributed photovoltaic power generation projects built in residential areas shall directly apply for registration and submit relevant materials to power grid enterprises, and power grid enterprises shall report to the MDRB for archival filing on a monthly basis.

Article 8 When filing distributed photovoltaic projects, enterprises and residents shall submit the materials required for registration application to the local power grid enterprises of the projects:

(I) Distributed photovoltaic power generation projects with low-voltage access of 380V and below

1. Residential distributed photovoltaic power generation project shall provide:

(1) Application Form for Grid-Connected Access of Distributed Photovoltaic Power Generation Project (Low Voltage) (Annex 1);

(2) The applicant's identification documents (ID card, household booklet or passport, etc.);

(3) Real estate ownership certificate or other real estate ownership certificates of the project construction site; If the building is leased, a lease agreement must also be provided;

(4) For the project occupying the public space, the project consent issued by the owners committee (Appendix 3) or the project consent signed by all relevant residents' families (Appendix 4), and the construction permit opinion issued by the property management company (Appendix 5) should also be provided;

(5) Construction personnel electrician network operation permit or special operation operation certificate (electrician) or other qualifications in line with national regulations

2. Enterprise distributed photovoltaic power generation project shall provide:

(1) Record Certificate for Enterprise Investment Projects in Guangdong Province;

(2) Application Form for Grid-Connected Access of Distributed Photovoltaic Power Generation Project (Low Voltage) (Annex 1);

(3) Photovoltaic power generation project access system scheme (see Appendix 6);

(4) Business license of enterprise legal person;

(5) id card of legal representative;

(6) Copies of business license of the designer, id card of the legal representative, and construction design drawings.

(7) Copies of construction and test unit qualification, business license, id card of legal representative and electrician certificate of construction personnel.

(2) Distributed photovoltaic power generation projects with 10kV or 20kV medium voltage access

(1) Record Certificate for Enterprise Investment Projects in Guangdong Province;

(2) Application Form for Grid-Connected Access of Distributed Photovoltaic Power Generation Project (Medium Voltage) (Appendix 2);

(3) Photovoltaic power generation project access system scheme (see Appendix 6);

(4) Business license of enterprise legal person;

(5) id card of legal representative;

(6) Copies of business license of the designer, id card of the legal representative, and construction design drawings.

(7) Copies of construction and test unit qualification, business license, id card of legal representative and electrician certificate of construction personnel.

Article 9 When the project is completed and meets the requirements for grid-connection acceptance, the project unit shall submit the Application form for Grid-Connection Debugging and Acceptance of Zhongshan Distributed Photovoltaic Power Generation Project to the power grid enterprise in writing. Grid enterprises within 7 working days after receiving the application form for the parallel debugging and acceptance, the acceptance is written feedback to the project units, project after acceptance, within 15 working days after the approval and sign the interconnection agreement with the project owner, the 購(gòu)售 electricity contract, operation scheduling agreement (medium voltage access shall run scheduling agreement) and other documents.

For residents to use their own houses and the construction of residential power in the residential area of distributed photovoltaic power generation projects. Power grid enterprises shall go through the grid connection formalities according to the simplified procedures within 30 working days in principle. After the completion of the registration and filing of residential distributed projects, those who need to transfer ownership due to force majeure shall be re-registered and put on record, and the original registration and filing shall automatically become invalid.

Chapter III Project Construction management

Article 10 The distributed photovoltaic project construction enterprise shall sign a construction contract with the project owner (the contract shall contain the requirements from Article 11 to Article 16 of these Measures, and other matters not covered herein may be agreed separately), and issue VAT invoices to the project owner.

Article 11 The solar modules used in the construction of distributed photovoltaic projects shall be of A-class quality, and their manufacturers shall be included in the list of the Ministry of Industry and Information Technology of The People's Republic of China or their products shall pass the TUV international product quality certification. They shall provide A 10-year process quality guarantee and A 25-year limited quality guarantee with A power not less than 80% of the rated power.

Article 12 The inverters used in the construction of distributed photovoltaic projects must be the products certified by certification bodies approved by the CNCA and up to the standard, and provide a warranty of no less than 5 years. The distribution box must be a complete set. The grid-connected devices in the box must meet safety requirements. The switches in the complete set of distribution boxes must provide 3C certification and factory inspection reports.Cables shall be copper core cables, and dc cables shall be photovoltaic cables certified by China Quality Center. The construction of the project shall comply with the low-voltage power distribution design specifications (GB50054-2011).

Article 13 Distributed photovoltaic projects must be equipped with lightning protection grounding facilities, and conform to the national lightning protection design code for buildings (GB50057-2010).

Article 14 The fire grade of materials used in distributed photovoltaic projects shall conform to the National Code for Building Design fire protection (GB50016-2014).

Article 15 The photovoltaic supports used in distributed photovoltaic project construction shall be made of anticorrosive and rust-proof materials, which shall conform to the General Technical Requirements of Solar Photovoltaic System Supports JG/T490-2016. The wind load and gravity load grade of photovoltaic supports shall conform to the National Steel Structure Engineering Construction Quality Acceptance Code (GB50205-2001). The highest point of photovoltaic modules shall not be more than 2.8 meters from the laying plane or 1 meter from the highest plane of buildings (especially residential buildings with stairwells).

Article 16 Distributed photovoltaic projects shall have the function of real-time monitoring, and the related information such as power generation shall have the ability to access mobile device APP.

Chapter IV Operation, Supervision and Administration

Article 17 The operation and management of distributed photovoltaic project investment and construction enterprises shall follow the technical specifications and service standards for distributed photovoltaic operation and management of the state, the province and the city. Responsibilities include:

(I) Establish a distributed photovoltaic project management system, manage the operation process, and provide users with operation and maintenance services and other services.

(II) Responsible for the repair and maintenance of distributed pv, to ensure the safe operation of PV power generation facilities.

(3) regularly inspect the production safety status of the project of the unit and record the inspection results. Measures shall be taken to eliminate the hidden dangers of the project.

(4) Intuitive and concise user operation instructions and safety warnings shall be pasted in obvious positions of photovoltaic facilities.

Article 18 In the process of construction of distributed photovoltaic projects, the construction enterprise shall be the subject of responsibility and assume the main responsibility of safety production; After the project is completed and connected to the grid in accordance with the requirements of these Measures and is completed and handed over, the project owner or holder is the main body of responsibility for the safe production of the project.

Article 19 Distributed photovoltaic project construction enterprises shall establish safety production responsibility system, establish and improve the investigation and management system of construction safety risks, strengthen safety management during project construction, and ensure project construction safety. The project construction unit shall check and record the safety operation of the completed project every six months for five consecutive years. The Municipal Development and Reform Bureau is responsible for the supervision of the industry, responsible for supervising the implementation of the main responsibility of the distributed photovoltaic construction enterprises in the city, and for failing to improve the safety management of enterprises and causing serious consequences of the units as serious cases will be notified and criticized.

Article 20 Distributed photovoltaic project construction enterprises shall inspect the completed photovoltaic projects in accordance with the requirements of Article 11 to Article 16 of these Measures, and rectify the projects that do not meet the requirements of these Measures. Distributed photovoltaic investment, construction and operation enterprises that violate the provisions of these Measures shall be dealt with in accordance with relevant provisions of laws and regulations.If a crime is suspected, it shall be transferred to a judicial organ for investigation of criminal responsibility.

Chapter V network connection, measurement and settlement

Article 21 Distributed photovoltaic power generation projects connected to public power grids, access system engineering and public power grid renovation caused by access shall be invested and constructed by power grid enterprises. For distributed photovoltaic power generation projects connected to the user side, the supporting projects on the user side shall be invested and constructed by the project unit.

Article 22 Power grid enterprises are responsible for measuring the total generating capacity and online electricity of distributed photovoltaic power generation projects separately, and providing and installing energy metering meters free of charge. Power grid enterprises do not charge project units for the services provided in all links such as grid-connected access and operation.

Article 23 For distributed photovoltaic power generation projects enjoying the electric quantity subsidy policy, the power grid enterprises shall be responsible for transferring the state subsidy funds to the project units, and settle the remaining electric quantity and electricity charges on a monthly basis. The account name of the settlement account shall be the same as that of the employer.

Chapter VI Supplementary Provisions

Article 24 Development and Reform Bureau of Zhongshan Shall be responsible for the interpretation of these Measures.

Article 25 These Measures shall enter into force as of XX, 2020 and remain valid until XX, 20XX. This normative document has been approved and issued by The Justice Bureau of Zhongshan City, numbered XX.
