浙江杭州:推動光伏發(fā)電在公共建筑中的推廣應(yīng)用

2月28日,浙江省杭州市人民政府辦公廳發(fā)布關(guān)于促進(jìn)我市建筑業(yè)高質(zhì)量發(fā)展的實(shí)施意見得通知。
其中提到推動行業(yè)綠色低碳發(fā)展,落實(shí)碳達(dá)峰、碳中和工作要求,提高新建建筑節(jié)能標(biāo)準(zhǔn)。推進(jìn)高星級綠色建筑、近零能耗(含超低能耗)建筑建設(shè)示范,開展國家綠色生態(tài)城區(qū)和省級綠色生態(tài)城區(qū)建設(shè)示范創(chuàng)建。研究建立公共建筑能耗及碳排放信息公示披露制度。完善節(jié)能改造市場機(jī)制,重點(diǎn)支持合同能源管理模式。加快推進(jìn)綠色建材評價(jià)認(rèn)證和推廣應(yīng)用,制定綠色建材需求標(biāo)準(zhǔn)和推廣應(yīng)用政策措施。逐步提高綠色建材應(yīng)用比例。培育打造一批政府投資項(xiàng)目綠色建材應(yīng)用示范工程。推進(jìn)可再生能源在新建建筑和既有建筑改造中的規(guī)?;_發(fā)利用。加強(qiáng)智能電網(wǎng)建設(shè),實(shí)現(xiàn)區(qū)域光伏發(fā)電與建筑用電之間的合理調(diào)配,推動太陽能光伏發(fā)電系統(tǒng)在公共建筑中的推廣應(yīng)用。到2025年,新建綠色建筑不少于2億平方米,高星級綠色建筑占比不少于65%;新建建筑可再生能源替代常規(guī)能源比例力爭達(dá)到8%;既有建筑能效穩(wěn)步提升,實(shí)施節(jié)能改造不少于320萬平方米。

各區(qū)、縣(市)人民政府,市政府各部門、各直屬單位:
為促進(jìn)我市建筑業(yè)高質(zhì)量發(fā)展,提升建筑業(yè)服務(wù)保障水平,加快發(fā)展機(jī)制改革創(chuàng)新,根據(jù)《浙江省人民政府辦公廳關(guān)于推動浙江建筑業(yè)改革創(chuàng)新高質(zhì)量發(fā)展的實(shí)施意見》(浙政辦發(fā)〔2021〕19號)精神,經(jīng)市政府同意,現(xiàn)提出如下實(shí)施意見。
一、營造建筑業(yè)高質(zhì)量發(fā)展環(huán)境
(一)保持建筑業(yè)穩(wěn)步增長態(tài)勢。到2025年,建筑業(yè)產(chǎn)值、增加值等規(guī)模指標(biāo)繼續(xù)保持全省領(lǐng)先,在主要省會城市中保持全國前列;行業(yè)稅收收入年增速與行業(yè)發(fā)展相協(xié)調(diào)。培育一批具有核心競爭力的工程總承包、專業(yè)承包龍頭企業(yè)和全過程工程咨詢企業(yè),特級施工企業(yè)力爭達(dá)到20家,百億產(chǎn)值規(guī)模建筑業(yè)頭部企業(yè)力爭達(dá)到8家,累計(jì)獲評國家級優(yōu)質(zhì)工程20項(xiàng)以上、省級優(yōu)質(zhì)工程125項(xiàng)以上。建筑工地?fù)P塵管控和環(huán)境面貌明顯改善,創(chuàng)建杭州市建設(shè)工程施工安全生產(chǎn)標(biāo)準(zhǔn)化管理優(yōu)良工地800個(gè)以上,浙江省建筑施工安全生產(chǎn)標(biāo)準(zhǔn)化管理優(yōu)良工地240個(gè)以上;裝配式建筑占新建建筑比重達(dá)到35%。培育一批技術(shù)創(chuàng)新中心、重點(diǎn)實(shí)驗(yàn)室等建筑業(yè)科技創(chuàng)新基地,逐步實(shí)現(xiàn)建筑工業(yè)化與數(shù)字化深度融合,建筑信息模型(BIM)、物聯(lián)網(wǎng)、大數(shù)據(jù)、智能建造等數(shù)字技術(shù)和先進(jìn)制造設(shè)備、智能設(shè)備及智慧工地相關(guān)裝備在建筑領(lǐng)域集成應(yīng)用和推廣。創(chuàng)新建設(shè)模式,智慧工地覆蓋率達(dá)到100%。[責(zé)任單位:市建委、市發(fā)改委、市經(jīng)信局、市科技局、市數(shù)據(jù)資源局、國家稅務(wù)總局杭州市稅務(wù)局,各區(qū)、縣(市)政府。列第一位的為牽頭單位,下同。以下均需各區(qū)、縣(市)政府落實(shí),不再列出]

(二)打造建筑業(yè)營商環(huán)境建設(shè)新高地。在建筑業(yè)領(lǐng)域全面深化“放管服”改革。深入推進(jìn)簡政放權(quán),堅(jiān)持以取消為主,向市場放權(quán)、向社會放權(quán)。擴(kuò)大招投標(biāo)“評定分離”試點(diǎn)范圍,在設(shè)計(jì)、施工、監(jiān)理、全過程工程咨詢招投標(biāo)項(xiàng)目中試點(diǎn)“評定分離”,推進(jìn)造價(jià)市場化改革,激發(fā)區(qū)域經(jīng)濟(jì)和市場主體活力。全力推進(jìn)建筑業(yè)領(lǐng)域“一件事”改革。推動建筑業(yè)領(lǐng)域?qū)徟?wù)便民化,為建筑業(yè)企業(yè)和辦事群眾構(gòu)建更加高效、便捷的政務(wù)服務(wù)環(huán)境。推進(jìn)更多建筑業(yè)領(lǐng)域行政許可高頻服務(wù)事項(xiàng)掌上辦、隨時(shí)辦、智能辦。全面對接浙江省建筑施工企業(yè)信用評價(jià)體系建設(shè),制定完善我市實(shí)施細(xì)則,構(gòu)建以“雙隨機(jī)、一公開”為基礎(chǔ)、重點(diǎn)監(jiān)督為補(bǔ)充、信用監(jiān)管為支撐的事中事后監(jiān)管機(jī)制,進(jìn)一步營造公平競爭的建筑業(yè)市場氛圍。(責(zé)任單位:市建委、市審管辦、市數(shù)據(jù)資源局)
二、強(qiáng)化建筑業(yè)高質(zhì)量發(fā)展要素保障
(三)優(yōu)化建筑業(yè)產(chǎn)業(yè)結(jié)構(gòu)。在提升建筑業(yè)企業(yè)原有傳統(tǒng)專業(yè)實(shí)力的同時(shí),培育一批向公路、鐵路、橋梁、港口航道、隧道、城市軌道、電力、石油化工、城市綜合體等專業(yè)發(fā)展的建筑業(yè)企業(yè),提升企業(yè)的專業(yè)施工能力和在高端市場的競爭力。積極引進(jìn)市外特級(綜合、甲級)資質(zhì)等高等級建筑業(yè)企業(yè)。鼓勵建筑業(yè)領(lǐng)域“杭商回歸”,支持企業(yè)總部及基地建設(shè),并根據(jù)《浙江省發(fā)展和改革委員會關(guān)于印發(fā)〈浙江省鼓勵和引導(dǎo)發(fā)展總部經(jīng)濟(jì)的若干意見〉的通知》(浙發(fā)改經(jīng)合〔2020〕89號)精神,按我市現(xiàn)有規(guī)定給予人才等方面的政策支持。(責(zé)任單位:市建委、市發(fā)改委、市投資促進(jìn)局、市人力社保局)
(四)培育建筑業(yè)頭部企業(yè)。支持本地骨干建筑業(yè)企業(yè)做大做強(qiáng),重點(diǎn)支持培育有實(shí)力的建筑業(yè)企業(yè)晉升特級(綜合、甲級)等高等級資質(zhì)。支持符合條件的建筑業(yè)企業(yè)參加高新技術(shù)企業(yè)認(rèn)定,對認(rèn)定為高新技術(shù)企業(yè)的建筑業(yè)企業(yè),減按15%的稅率征收企業(yè)所得稅。建筑業(yè)企業(yè)發(fā)生的職工教育經(jīng)費(fèi)支出不超過工資薪金總額8%的部分,準(zhǔn)予在計(jì)算企業(yè)所得稅應(yīng)納稅所得額時(shí)扣除,超過部分準(zhǔn)予在以后納稅年度結(jié)轉(zhuǎn)扣除。鼓勵和支持民營建筑業(yè)企業(yè)以聯(lián)合、兼并、重組等形式,推進(jìn)混合所有制和項(xiàng)目股份制改革,鼓勵支持建筑業(yè)企業(yè)上市。(責(zé)任單位:市建委、市發(fā)改委、市科技局、市地方金融監(jiān)管局、國家稅務(wù)總局杭州市稅務(wù)局)
(五)夯實(shí)人才隊(duì)伍建設(shè)。加快建筑產(chǎn)業(yè)工人隊(duì)伍建設(shè),實(shí)施職工素質(zhì)提升工程、職工成長發(fā)展工程。深化產(chǎn)教融合、校企合作,推行建筑業(yè)新型學(xué)徒制,增加智能建造等新興領(lǐng)域產(chǎn)業(yè)技能人才供給。改革建筑用工制度,以專業(yè)分包企業(yè)為建筑產(chǎn)業(yè)工人管理的主要載體,逐步實(shí)現(xiàn)建筑產(chǎn)業(yè)工人公司化、專業(yè)化管理。保障建筑產(chǎn)業(yè)工人工資報(bào)酬合法權(quán)益,維護(hù)建筑工人職業(yè)安全和健康。支持建筑產(chǎn)業(yè)工人按規(guī)定享受積分落戶、子女教育、法律援助、社會醫(yī)療保險(xiǎn)等城市公共服務(wù)。弘揚(yáng)勞模精神和工匠精神,積極選派優(yōu)秀設(shè)計(jì)師參加工程勘察設(shè)計(jì)大師評選,指導(dǎo)和支持建筑業(yè)企業(yè)創(chuàng)建技能大師工作室。在同等條件下,獲得“杭州建設(shè)工匠”稱號的個(gè)人優(yōu)先申報(bào)“杭州工匠”“五一勞動獎?wù)隆薄皠趧幽7丁钡雀黜?xiàng)榮譽(yù)評選。(責(zé)任單位:市建委、市市場監(jiān)管局、市人力社保局、市總工會)
(六)加大建筑業(yè)財(cái)政金融支持力度。鼓勵銀行業(yè)金融機(jī)構(gòu)在授信額度、擔(dān)保方式、利率優(yōu)惠等方面給予有市場、有信用的建筑業(yè)企業(yè)更多支持。支持建筑業(yè)企業(yè)通過發(fā)行各類債券、票據(jù)以及施工合同融資貸款等新型融資方式直接籌集資金;支持符合條件的建筑業(yè)企業(yè)在銀行間市場發(fā)行債務(wù)融資工具;支持建筑業(yè)企業(yè)以建筑材料、工程設(shè)備、在建工程作為抵質(zhì)押物進(jìn)行融資。鼓勵銀行業(yè)金融機(jī)構(gòu)對信用良好的建筑業(yè)企業(yè)實(shí)施減費(fèi)讓利,嚴(yán)格禁止不規(guī)范服務(wù)收費(fèi)。繼續(xù)運(yùn)用保函、保險(xiǎn)機(jī)制推動保證金領(lǐng)域改革,釋放建筑業(yè)企業(yè)保證金沉淀資金,減輕企業(yè)負(fù)擔(dān)。(責(zé)任單位:市建委、市地方金融監(jiān)管局、人行杭州中心支行、浙江銀保監(jiān)局)市級統(tǒng)籌建筑工業(yè)化、公共建筑能效提升等相關(guān)資金,探索制定綠色低碳城區(qū)及建筑示范、綠色建材試點(diǎn)示范等支持政策,支持建筑業(yè)高質(zhì)量發(fā)展。各區(qū)、縣(市)可結(jié)合屬地情況,研究制定引進(jìn)高等級資質(zhì)建筑業(yè)企業(yè)、培育頭部企業(yè)等資金支持政策,促進(jìn)建筑業(yè)持續(xù)健康發(fā)展。(責(zé)任單位:市建委、市財(cái)政局)
三、推進(jìn)建筑業(yè)轉(zhuǎn)型升級高質(zhì)量發(fā)展
(七)推動建筑行業(yè)迭代升級。強(qiáng)化數(shù)字化引領(lǐng),推動BIM、物聯(lián)網(wǎng)、大數(shù)據(jù)、云計(jì)算、智能建造、智能感知等數(shù)字技術(shù)在建設(shè)領(lǐng)域的全面應(yīng)用。實(shí)施地下市政基礎(chǔ)設(shè)施數(shù)字化改造。探索建立杭州市城市信息模型(CIM)基礎(chǔ)信息平臺,推動數(shù)字城市和物理城市同步規(guī)劃、同步建設(shè)。加快應(yīng)用BIM技術(shù),探索制定BIM報(bào)建審批標(biāo)準(zhǔn)和施工圖BIM審圖模式,推進(jìn)BIM數(shù)據(jù)與CIM平臺的融通聯(lián)動。對要求應(yīng)用BIM技術(shù)的項(xiàng)目,在項(xiàng)目立項(xiàng)中明確BIM技術(shù)應(yīng)用要求和配套費(fèi)用,在設(shè)計(jì)、施工、咨詢服務(wù)和物業(yè)等招標(biāo)文件中,增加BIM技術(shù)應(yīng)用內(nèi)容和要求。推進(jìn)省工程建設(shè)數(shù)字化改革試點(diǎn)。支持建筑業(yè)企業(yè)自主研發(fā)和技術(shù)創(chuàng)新,積極創(chuàng)建國家級、省級重點(diǎn)實(shí)驗(yàn)室和企業(yè)技術(shù)中心、研發(fā)中心、院士專家工作站等,積極主導(dǎo)或參與編制國際標(biāo)準(zhǔn)以及國家、行業(yè)、省市地方標(biāo)準(zhǔn),開展標(biāo)準(zhǔn)化試點(diǎn)示范。(責(zé)任單位:市建委、市市場監(jiān)管局、市經(jīng)信局、市科技局)加快裝配式建筑關(guān)鍵技術(shù)、重大科技創(chuàng)新成果轉(zhuǎn)化推廣,無國家、行業(yè)、地方標(biāo)準(zhǔn)的技術(shù)產(chǎn)品,由國家認(rèn)可的檢測機(jī)構(gòu)進(jìn)行試驗(yàn)、論證,出具檢測報(bào)告,通過省級有關(guān)部門組織的專家技術(shù)審查后,審查意見可作為工程設(shè)計(jì)、施工、驗(yàn)收依據(jù)。對裝配式建筑技術(shù)創(chuàng)新、示范基地與示范項(xiàng)目、農(nóng)村鋼結(jié)構(gòu)裝配式住宅(農(nóng)房)試點(diǎn)示范予以財(cái)政獎勵。大力發(fā)展鋼結(jié)構(gòu)裝配式建筑,新立項(xiàng)政府投資的單體地上建筑面積2萬平方米(含)以上的新建公共建筑應(yīng)采用鋼結(jié)構(gòu)裝配式建造。(責(zé)任單位:市建委、市發(fā)改委、市住保房管局、市規(guī)劃和自然資源局、市財(cái)政局)

(九)強(qiáng)化建筑業(yè)品牌建設(shè)。推進(jìn)建筑施工領(lǐng)域風(fēng)險(xiǎn)分級管控和隱患排查治理,引入第三方機(jī)構(gòu)參與安全風(fēng)險(xiǎn)管理。推行建筑施工領(lǐng)域安全生產(chǎn)責(zé)任保險(xiǎn)制度,將商業(yè)保險(xiǎn)的風(fēng)險(xiǎn)專業(yè)化控制和社會保障功能引入安全生產(chǎn)監(jiān)管體系。持續(xù)開展全市建筑工地安全文明施工標(biāo)準(zhǔn)化大比武,每年高品質(zhì)創(chuàng)建杭州市建設(shè)工程施工安全生產(chǎn)標(biāo)準(zhǔn)化管理優(yōu)良工地不少于200個(gè),浙江省建筑施工安全生產(chǎn)標(biāo)準(zhǔn)化管理優(yōu)良工地60個(gè)以上。建立健全建設(shè)工程質(zhì)量責(zé)任追溯體系,落實(shí)工程質(zhì)量終身制要求,嚴(yán)格執(zhí)行“兩書一牌”制度,強(qiáng)化企業(yè)負(fù)責(zé)人和項(xiàng)目負(fù)責(zé)人質(zhì)量責(zé)任。完善工程質(zhì)量檢測制度,研究建立檢測企業(yè)相關(guān)信息監(jiān)管平臺,加強(qiáng)檢測過程和檢測行為監(jiān)管。深入推進(jìn)建筑工地環(huán)境秩序治理,完善屬地網(wǎng)格化管理體系。推進(jìn)預(yù)拌混凝土車輛清潔化和預(yù)拌干混砂漿企業(yè)清潔生產(chǎn)改造。完善建筑設(shè)計(jì)方案審查論證機(jī)制,建立“前策劃、后評估”制度。開展建筑師負(fù)責(zé)制試點(diǎn),制定出臺政策措施,明確建筑師權(quán)利和義務(wù)。打造杭州建筑產(chǎn)業(yè)集群“杭州建造”公共品牌。鼓勵企業(yè)積極參與“品字標(biāo)”品牌建設(shè)。(責(zé)任單位:市建委、市市場監(jiān)管局)
四、助推城鄉(xiāng)融合發(fā)展
(十)建筑業(yè)助推區(qū)域協(xié)同,促進(jìn)共同富裕。鼓勵建筑業(yè)企業(yè)參與未來社區(qū)、未來鄉(xiāng)村建設(shè),參與實(shí)施城鄉(xiāng)風(fēng)貌整治提升行動,助力農(nóng)村基礎(chǔ)設(shè)施、公共服務(wù)核心功能配套標(biāo)準(zhǔn)化建設(shè),促進(jìn)城鄉(xiāng)供水、電網(wǎng)、通信、燃?xì)獾然A(chǔ)設(shè)施同規(guī)同標(biāo)同質(zhì)。助推“農(nóng)民建房一件事”改革,建立農(nóng)村房屋全生命周期管理機(jī)制,參與實(shí)施“老屋復(fù)老”行動,建設(shè)“杭派民居”特色村,努力形成建筑業(yè)領(lǐng)域推進(jìn)共同富裕的杭州經(jīng)驗(yàn)、杭州樣板。(責(zé)任單位:市建委、市發(fā)改委、市農(nóng)業(yè)農(nóng)村局)
五、其他
本意見自2022年3月28日起施行,有效期至2025年12月31日,由市建委負(fù)責(zé)牽頭組織實(shí)施。各區(qū)、縣(市)政府可參照本意見制定促進(jìn)建筑業(yè)高質(zhì)量發(fā)展的具體辦法和措施。

On February 28, General Office of Hangzhou Municipal People's Government of Zhejiang province issued a notice of implementation opinions on promoting the high-quality development of the construction industry in Hangzhou.  

It mentioned promoting green and low-carbon development of the industry, implementing carbon peak and carbon neutral work requirements, and raising energy efficiency standards for new buildings.   We will promote demonstrations in the construction of high-star green buildings and buildings with near zero energy consumption (including ultra-low energy consumption), and carry out demonstrations in the development of green and ecological urban areas at the national and provincial levels.  We will study and establish a public disclosure system for information on energy consumption and carbon emissions of public buildings.  We will improve the market mechanism for energy conservation renovation, focusing on supporting the contracted energy management model.  We will accelerate the evaluation, certification, promotion and application of green building materials, and formulate requirements standards and policies and measures for the promotion and application of green building materials.   Gradually increase the proportion of green building materials used.  We will develop a number of demonstration projects for the application of green building materials in government-funded projects.  We will promote large-scale development and utilization of renewable energy in new buildings and renovation of existing buildings.   Strengthen the construction of smart grid, realize the reasonable allocation between regional photovoltaic power generation and building electricity consumption, and promote the popularization and application of solar photovoltaic power generation system in public buildings.  By 2025, no less than 200 million square meters of green buildings will be built, and no less than 65 percent of high-star green buildings will be built.  The proportion of renewable energy replacing conventional energy in new buildings should reach 8%.  The energy efficiency of existing buildings has steadily improved, with no less than 3.2 million square meters of buildings being upgraded to conserve energy.

To promote the development of the city construction, high quality, enhance the level of construction service, speed up the development of mechanism innovation, according to the general office of zhejiang province people's government on the development of zhejiang construction innovation, high quality of the implementation opinions "(zhejiang ZhengBan hair [2021] no. 19) spirit, with the approval of the municipal government, the following implementation opinions have been put forward.  

I. Create a high-quality development environment for the construction industry  

1. Maintaining steady growth in the construction industry  By 2025, the construction industry output value, added value and other scale indicators will continue to maintain the leading position in the province, and remain in the forefront of the country among major provincial capitals.   Annual growth rate of industry tax revenue should be coordinated with industry development.  Cultivate a number of leading enterprises of general contracting, professional contracting and whole-process engineering consulting with core competitiveness, strive to reach 20 special-grade construction enterprises, strive to reach 8 leading enterprises of construction industry with output value of 10 billion yuan, and have been awarded more than 20 national quality projects and more than 125 provincial quality projects.  Construction site dust control and environmental features have been significantly improved, and more than 800 construction sites with excellent standardization management of safe production have been established in Hangzhou and 240 construction sites with excellent standardization management of safe production in Zhejiang.  Prefabricated buildings account for 35% of new construction.   Cultivate a batch of technology innovation center, key laboratory construction, such as science and technology innovation base, and gradually achieve construction industrialization and digital depth fusion, building information model (BIM), Internet of things, big data, such as digital technology and intelligent building advanced manufacturing equipment, intelligent equipment and related equipment in the field of building intelligence site integration application and promotion.  Innovative construction mode, smart site coverage reached 100%.   [Responsible units: Municipal Construction Commission, Municipal Development and Reform Commission, Municipal Bureau of Economic And Information Technology, Municipal Bureau of Science and Technology, Municipal Bureau of Data and Resources, State Administration of Taxation, Hangzhou Taxation Bureau, all district and county (city) governments.
