重磅消息：有關(guān)太陽能光伏發(fā)電國家政策補(bǔ)貼2021年，今年1-8月，我國光伏新增裝機(jī)22.05GW，同比增長(zhǎng)45%，其中戶用光伏裝機(jī)9.52GW，占比達(dá)43%，同比增長(zhǎng)140%，已達(dá)2020年全年裝機(jī)10.1GW的94%，同期非戶用光伏裝機(jī)12.53GW（包括集中式電站和工商業(yè)分布式電站），同比增長(zhǎng)12%。戶用光伏，已成為推動(dòng)光伏裝機(jī)的主力。
      一方面，受益于政策補(bǔ)貼。根據(jù)國家發(fā)改委《關(guān)于2021年新能源上網(wǎng)電價(jià)政策有關(guān)事項(xiàng)的通知》，2021年起，對(duì)新備案集中式光伏電站、工商業(yè)分布式光伏項(xiàng)目和新核準(zhǔn)陸上風(fēng)電項(xiàng)目，中央財(cái)政不再補(bǔ)貼，實(shí)行平價(jià)上網(wǎng)。同時(shí)，進(jìn)一步明確對(duì)2021年新建戶用光伏按照每千瓦時(shí)0.03元給予補(bǔ)貼。
      另一方面，受益于整縣推進(jìn)政策及預(yù)期。6月20日，國家能源局下發(fā)《關(guān)于報(bào)送整縣(市、區(qū))屋頂分布式光伏開發(fā)試點(diǎn)方案的通知》，其中要求試點(diǎn)區(qū)域農(nóng)村居民屋頂總面積可安裝光伏發(fā)電比例不低于20%。目前，已經(jīng)確定全國676個(gè)縣(市、區(qū))成為整縣推進(jìn)試點(diǎn)。
       在整縣推進(jìn)的大潮下，能源央企紛紛進(jìn)入“跑馬圈地”狀態(tài)，作為全球最大光伏發(fā)電企業(yè)的國家電投在內(nèi)部文件中更是喊出了“從速鎖定資源”的口號(hào)，由此不難理解國家電投與正泰和中來合作戶用光伏的戰(zhàn)略舉措了。

On the other hand, benefit from the whole county to promote policies and expectations.On June 20, the National Energy Administration (NEA) issued a notice on submitting a pilot scheme for rooftop distributed photovoltaic (PV) development for the whole county (city or district), which requires that no less than 20% of the total rooftop area of rural residents in the pilot areas can be installed with PV power. At present, 676 counties, county-level cities and districts across the country have been designated as the pilot counties.
