戶用太陽(yáng)能光伏發(fā)電從2013年在中國(guó)起步發(fā)展至今，市場(chǎng)已經(jīng)日趨成熟，對(duì)于個(gè)人用戶來(lái)說(shuō)，現(xiàn)在正是安裝光伏的最好時(shí)機(jī)，至于原因么，我們認(rèn)為主要有四大方面！
1、2021年是補(bǔ)貼最后一年
       太陽(yáng)能 光伏發(fā)電國(guó)家政策補(bǔ)貼2021年，國(guó)家發(fā)改委近日就2021年新能源上網(wǎng)電價(jià)政策征求了相關(guān)部門意見，根據(jù)征求意見稿 ，戶用光伏電站2021年仍有3分/度的補(bǔ)貼，并且按照全發(fā)電量進(jìn)行補(bǔ)貼，2022年起不再進(jìn)行補(bǔ)貼。戶用光伏也進(jìn)入最后一年補(bǔ)貼的倒計(jì)時(shí)，早兩年安裝光伏電站的業(yè)主，已經(jīng)賺大了，再不安裝已經(jīng)沒(méi)有機(jī)會(huì)獲取國(guó)家補(bǔ)貼了。
2、大浪淘沙，留下的都是精英
行業(yè)起步之初，由于補(bǔ)貼高，市場(chǎng)反響火熱，從業(yè)人員眾多，但市場(chǎng)混亂，假冒偽劣產(chǎn)品更是層出不窮，甚至各種匪夷所思的光伏騙局也正是那幾年集中爆發(fā)，給行業(yè)造成了非常不好的影響。2018年“5-31”新政之后的一年多的時(shí)間可以說(shuō)是行業(yè)的一次大洗牌。如今，還活躍在光伏市場(chǎng)上的上游制造企業(yè)，都是實(shí)力雄厚、產(chǎn)品質(zhì)量過(guò)硬的大企業(yè);活躍在終端的經(jīng)銷商也都是經(jīng)驗(yàn)豐富、有原則有操守的正經(jīng)生意人。所以，這時(shí)候再去安裝光伏，到手的都是質(zhì)量好服務(wù)可靠的優(yōu)質(zhì)產(chǎn)品。
3、補(bǔ)貼發(fā)放機(jī)制已經(jīng)優(yōu)化
財(cái)政部、發(fā)改委、能源局下發(fā)的文件中已經(jīng)明確：補(bǔ)貼一年下發(fā)一次；優(yōu)先發(fā)放光伏扶貧和戶用光伏項(xiàng)目；新增裝機(jī)項(xiàng)目及時(shí)發(fā)放補(bǔ)貼不拖欠。
也就是說(shuō)，現(xiàn)在安裝光伏，不會(huì)被拖欠補(bǔ)貼了。的確，以前部分地區(qū)安裝光伏的業(yè)主總是等不到補(bǔ)貼，那是因?yàn)閲?guó)家的補(bǔ)貼目錄隔好幾年才下發(fā)一次，補(bǔ)貼目錄下發(fā)了，后續(xù)再等一段時(shí)間才會(huì)真正下發(fā)補(bǔ)貼。在補(bǔ)貼不下發(fā)的幾年當(dāng)中，都是電網(wǎng)在墊付補(bǔ)貼，有的電網(wǎng)墊付的起，而且政策給力，就會(huì)半年一發(fā)、甚至一個(gè)月一發(fā)，有的地方電網(wǎng)墊付不起，就只能等財(cái)政部的補(bǔ)貼下發(fā)，自然好幾年也等不到?，F(xiàn)在不一樣了，國(guó)家已經(jīng)明確補(bǔ)貼一年一發(fā)，對(duì)于那些幾年都盼不到補(bǔ)貼的地方來(lái)說(shuō)，起碼一年到頭能盼到補(bǔ)貼了。
4、國(guó)家支持戶用光伏的決心不變
曾經(jīng)行業(yè)協(xié)會(huì)的領(lǐng)導(dǎo)不止一次說(shuō)過(guò)：國(guó)家很支持戶用光伏，很重視。也有國(guó)家有關(guān)部委的領(lǐng)導(dǎo)叮囑過(guò)：戶用光伏是好事，好事情要辦好。從這幾年出臺(tái)的政策來(lái)看，也的確能看出國(guó)家對(duì)戶用光伏的支持。經(jīng)過(guò)多年的發(fā)展沉淀，戶用光伏行業(yè)已經(jīng)步入正軌。如果我們的企業(yè)主或者廣大農(nóng)村用戶有條件安裝光伏電站，每年都有穩(wěn)定的收益，而且是25年的固定收益?，F(xiàn)在安裝光伏電站，正當(dāng)時(shí)！

At the beginning of the industry, due to high subsidies, the market response was hot, and many employees, but the market chaos, fake and shoddy products emerged in endless stream, and even all kinds of bizarre photovoltaic fraud was concentrated in those years, causing a very bad impact on the industry.   More than a year after the "5-31" New Deal in 2018 can be said to be a great reshuffle of the industry.   Today, the upstream manufacturing enterprises that are still active in the photovoltaic market are all large enterprises with strong strength and excellent product quality.   Active dealers in the terminal are experienced, principled and ethical businessmen.  Therefore, at this time to install photovoltaic, hand is good quality and reliable service quality products.  

3. The subsidy payment mechanism has been optimized  

Documents issued by the Ministry of Finance, the National Development and Reform Commission and the Energy Administration have made it clear that subsidies will be issued once a year;   Priority will be given to photovoltaic poverty alleviation and household photovoltaic projects;   Subsidies for newly installed projects will be promptly issued without delay.  

That is to say, pv installation now, will not be the default subsidy.  Indeed, in some areas before the installation of photovoltaic owners always can not wait for subsidies, it is because the national subsidy catalog was issued once every few years, the subsidy catalog was issued, and then wait for a period of time will really be issued subsidies.  In the years when subsidies are not issued, it is the power grid that pays the subsidies in advance. Some power grids can afford to pay the subsidies in advance, and the policies are powerful, and they will be issued half a year or even a month. Some local power grids cannot afford to pay the subsidies in advance, so they have to wait for the Ministry of Finance to issue the subsidies, which can not be waited for several years.  Now it is different, the state has explicitly subsidies every year, for those who have not looked forward to subsidies for several years, at least the whole year can look forward to subsidies.  

4, the state's determination to support household photovoltaic will remain unchanged  

Once the leadership of the industry association said more than once: the country is very supportive of household photovoltaic, very important.  There are also national ministries concerned leadership told: household photovoltaic is a good thing, good things to do well.   From the perspective of the policies introduced in recent years, it is also true that the state can see the support for household photovoltaic.  After years of development and precipitation, the household photovoltaic industry has been on the right track.  If our business owners or the vast number of rural users have the conditions to install photovoltaic power stations, there will be stable income every year, and it is a fixed income for 25 years.  Now is the time to install photovoltaic power stations!
