2021年6月20日，國(guó)家能源局綜合司下發(fā)《關(guān)于報(bào)送整縣(市、區(qū))屋頂分布式光伏開發(fā)試點(diǎn)方案的通知》(以下簡(jiǎn)稱《通知》)提到，我國(guó)建筑屋頂資源豐富、分布廣泛，開發(fā)建筑屋頂分布式光伏潛力巨大。開展整縣(市、區(qū))推進(jìn)屋頂分布式光伏建設(shè)，有利于整合資源實(shí)現(xiàn)集約開發(fā)，有利于消減電力尖峰負(fù)荷，有利于節(jié)約優(yōu)化配電網(wǎng)投資，有利于引導(dǎo)居民綠色能源消費(fèi)，是實(shí)現(xiàn) “碳達(dá)峰、碳中和”與鄉(xiāng)村振興兩大國(guó)家戰(zhàn)略的重要措施。
《通知》要求黨政機(jī)關(guān)建筑屋頂總面積可安裝光伏發(fā)電比例不低于50%；學(xué)校、醫(yī)院、村委會(huì)等公共建筑屋頂總面積可安裝光伏發(fā)電比例不低于40%；工商業(yè)廠房屋頂總面積可安裝光伏發(fā)電比例不低于30%；農(nóng)村居民屋頂總面積可安裝光伏發(fā)電比例不低于20%。
在國(guó)家和省市整縣推進(jìn)的政策支持下，光伏項(xiàng)目安裝規(guī)模將得到大幅度提高。同時(shí)，也將面臨許多挑戰(zhàn)，比如如何開發(fā)和落實(shí)屋頂資源、光伏企業(yè)資質(zhì)、選材及安裝質(zhì)量如何監(jiān)管、項(xiàng)目安全運(yùn)維如何保障、項(xiàng)目開發(fā)建設(shè)合作模式及利益分配問(wèn)題等，都需要多方進(jìn)行深入的研究和探討，確保順利開展試點(diǎn)工作。為更好的推進(jìn)試點(diǎn)工作，促進(jìn)“碳達(dá)峰、碳中和”目前實(shí)現(xiàn)，廣東省太陽(yáng)能協(xié)會(huì)計(jì)劃2021年9月28日在惠州凱賓斯基酒店舉辦“推動(dòng)碳達(dá)峰-促進(jìn)分布式光伏項(xiàng)目發(fā)展暨整縣(市、區(qū))推廣分布式光伏試點(diǎn)工作研討會(huì)”，具體安排如下：
