清華大學(xué)碳中和研究院成立!

    全球氣候變化是21世紀(jì)人類共同面臨的重大挑戰(zhàn)。面向碳中和的低碳、零碳乃至負(fù)碳技術(shù)將成為未來(lái)全球產(chǎn)業(yè)革命和科技競(jìng)爭(zhēng)的關(guān)鍵。實(shí)現(xiàn)碳達(dá)峰、碳中和是關(guān)乎中華民族永續(xù)發(fā)展和億萬(wàn)人民福祉安康的“國(guó)之大者”。一年前的今天,2020年9月22日,習(xí)近平總書記首次宣示我國(guó)碳達(dá)峰碳中和目標(biāo)。這是黨中央經(jīng)過(guò)深思熟慮作出的重大戰(zhàn)略決策,是我國(guó)實(shí)現(xiàn)可持續(xù)發(fā)展、高質(zhì)量發(fā)展的內(nèi)在要求,也是推動(dòng)構(gòu)建人類命運(yùn)共同體的必然選擇。在如此重要的國(guó)家戰(zhàn)略部署面前,大學(xué)不可缺席,清華人必須有所擔(dān)當(dāng)。
2021年9月22日,清華大學(xué)正式成立碳中和研究院(簡(jiǎn)稱碳中和院,英文名稱Institute for Carbon Neutrality, 英文縮寫ICON,THU)。碳中和院的成立,是清華大學(xué)在110周年校慶后的第一項(xiàng)重要戰(zhàn)略舉措,是學(xué)校主動(dòng)抓住工科戰(zhàn)略轉(zhuǎn)型重大機(jī)遇的積極作為,是服務(wù)國(guó)家重大戰(zhàn)略需求、深入貫徹國(guó)家關(guān)于碳達(dá)峰碳中和的重大戰(zhàn)略部署,發(fā)揮一流大學(xué)在應(yīng)對(duì)全球氣候變化、實(shí)現(xiàn)碳中和基礎(chǔ)理論與關(guān)鍵技術(shù)突破等方面創(chuàng)新引領(lǐng)作用的責(zé)任擔(dān)當(dāng),也是為人類命運(yùn)共同體、為全球可持續(xù)發(fā)展貢獻(xiàn)智慧與力量的重要舉措。清華大學(xué)碳中和研究院為校級(jí)實(shí)體科研機(jī)構(gòu),院長(zhǎng)由國(guó)家生態(tài)環(huán)境保護(hù)專家委員會(huì)副主任、中國(guó)工程院院士、清華大學(xué)環(huán)境學(xué)院教授賀克斌擔(dān)任。

從1956年為服務(wù)國(guó)家經(jīng)濟(jì)建設(shè)對(duì)科學(xué)技術(shù)的需求,集中優(yōu)勢(shì)力量創(chuàng)辦包括半導(dǎo)體技術(shù)在內(nèi)的一批新專業(yè),到今年4月22日成立集成電路學(xué)院,集中精銳力量投向關(guān)鍵核心技術(shù)主戰(zhàn)場(chǎng),為實(shí)現(xiàn)集成電路學(xué)科國(guó)際領(lǐng)跑、支撐我國(guó)集成電路事業(yè)自主創(chuàng)新發(fā)展作出關(guān)鍵貢獻(xiàn);從1958年抓住國(guó)家發(fā)展原子能事業(yè)的重大機(jī)遇,主動(dòng)擔(dān)當(dāng)籌建原子能科學(xué)實(shí)驗(yàn)基地(“200號(hào)”),到今年9月12日,由清華大學(xué)與華能集團(tuán)、中核集團(tuán)共同研發(fā)建設(shè)的石島灣高溫氣冷堆核電站示范工程1號(hào)反應(yīng)堆首次達(dá)到臨界狀態(tài);從2018年主動(dòng)請(qǐng)纓成立航空發(fā)動(dòng)機(jī)研究院,推動(dòng)我國(guó)航空發(fā)動(dòng)機(jī)事業(yè)的創(chuàng)新發(fā)展,到2020年4月2日,成立萬(wàn)科公共衛(wèi)生與健康學(xué)院,建設(shè)國(guó)際一流水平的新型公共衛(wèi)生與健康學(xué)科,培養(yǎng)未來(lái)引領(lǐng)國(guó)際公共健康事業(yè)發(fā)展的高層次人才……在國(guó)家發(fā)展歷史上的每一個(gè)關(guān)鍵時(shí)刻,永遠(yuǎn)都有清華人自強(qiáng)不息的奮斗身影。

      在關(guān)注氣候變化、實(shí)現(xiàn)可持續(xù)發(fā)展方面,清華大學(xué)一直在積極行動(dòng)。從1998年提出建設(shè)“綠色大學(xué)”,到2017年12月,學(xué)校成立清華大學(xué)氣候變化與可持續(xù)發(fā)展研究院,再到2019年5月,清華大學(xué)倡議成立“世界大學(xué)氣候變化聯(lián)盟”。2020年1月,習(xí)近平總書記給世界大學(xué)氣候變化聯(lián)盟的學(xué)生代表回信,對(duì)大家就關(guān)乎人類未來(lái)的問(wèn)題給予的共同關(guān)切表示贊賞,期待同學(xué)們?yōu)楹亲o(hù)好全人類共同的地球家園積極作為。在新的征程上,清華人依然會(huì)堅(jiān)守自強(qiáng)的精神底色,依然會(huì)以創(chuàng)新為矢志不渝的追求,為國(guó)家發(fā)展、社會(huì)進(jìn)步不斷作出新的貢獻(xiàn)。
清華大學(xué)在建設(shè)碳中和研究院方面已有深厚積累,在低碳發(fā)電與動(dòng)力、新型電力系統(tǒng)、零碳交通、零碳建筑、工業(yè)深度減排技術(shù)、減污降碳協(xié)同增效、CCUS與碳匯、氣候變化與碳中和戰(zhàn)略等若干個(gè)碳中和核心研究領(lǐng)域,已取得一批具有先進(jìn)水平的創(chuàng)新成果。同時(shí),清華大學(xué)與重點(diǎn)企業(yè)圍繞雙碳主題展開聯(lián)合研究,深化校企合作。在綠色低碳發(fā)展戰(zhàn)略領(lǐng)域,與中國(guó)長(zhǎng)江三峽集團(tuán)有限公司、中國(guó)華能集團(tuán)有限公司、太古地產(chǎn)有限公司、豐田汽車公司等國(guó)內(nèi)外重點(diǎn)企業(yè)聯(lián)合共建校級(jí)研究機(jī)構(gòu),并積極推動(dòng)氣候變化國(guó)際交流合作,主動(dòng)搭建高層次交流平臺(tái),已建成包括清華大學(xué)氣候變化與可持續(xù)發(fā)展研究院在內(nèi)的多個(gè)校級(jí)研究機(jī)構(gòu),用“硬核技術(shù)”支撐國(guó)家雙碳戰(zhàn)略實(shí)施。就在4天前,9月18日,清華大學(xué)與中核集團(tuán)、華能集團(tuán)、寶武鋼鐵集團(tuán)、中信集團(tuán)簽約共建高溫氣冷堆碳中和制氫產(chǎn)業(yè)技術(shù)聯(lián)盟,以我國(guó)先進(jìn)的高溫氣冷堆技術(shù)為基礎(chǔ),通過(guò)超高溫氣冷堆制氫的研發(fā),開發(fā)氫冶煉、氫化工等應(yīng)用技術(shù),將高溫氣冷堆技術(shù)與鋼鐵冶煉、化工等具體應(yīng)用場(chǎng)景相結(jié)合,打造工業(yè)規(guī)模示范項(xiàng)目,并在國(guó)內(nèi)外開展產(chǎn)業(yè)化推廣,努力實(shí)現(xiàn)相關(guān)行業(yè)的二氧化碳極低排放,助力碳中和夢(mèng)想變?yōu)楝F(xiàn)實(shí)。
清華大學(xué)碳中和研究院將創(chuàng)新理念和機(jī)制,努力打造服務(wù)國(guó)家發(fā)展新格局的新型戰(zhàn)略平臺(tái)。研究院將圍繞碳中和打造技術(shù)創(chuàng)新中心、高端智庫(kù)戰(zhàn)略中心、高層次人才培育基地、合作交流傳播平臺(tái)。下一步,清華大學(xué)將充分發(fā)揮多學(xué)科、多平臺(tái)的優(yōu)勢(shì)和深厚的人才積累,在低碳發(fā)電與動(dòng)力、新型電力系統(tǒng)、零碳交通、零碳建筑、工業(yè)深度減排、減污降碳協(xié)同增效、CCUS與碳匯、氣候變化與碳中和戰(zhàn)略等方向重點(diǎn)發(fā)力,力爭(zhēng)在碳中和主戰(zhàn)場(chǎng)與關(guān)鍵技術(shù)突破方面發(fā)揮引領(lǐng)作用。其中:
零碳交通主戰(zhàn)場(chǎng)上清華車輛與運(yùn)載學(xué)院針對(duì)新能源汽車電池安全性問(wèn)題,攻克了車用動(dòng)力電池性能優(yōu)化控制與系統(tǒng)集成設(shè)計(jì)的技術(shù)難題,研發(fā)了系列化的燃料電池商用車動(dòng)力系統(tǒng),在國(guó)際上率先開展了燃料電池汽車在寒區(qū)大規(guī)模商業(yè)化示范。該團(tuán)隊(duì)繼續(xù)向研發(fā)世界領(lǐng)先水平的高安全、長(zhǎng)壽命車用新能源動(dòng)力系統(tǒng)進(jìn)軍。清華建筑學(xué)院開發(fā)了“光儲(chǔ)直柔”新型建筑零碳電力系統(tǒng)、中深層地?zé)崮軣岜昧闾脊嵯到y(tǒng)等關(guān)鍵技術(shù),形成了國(guó)際領(lǐng)先的零碳建筑設(shè)計(jì)方法和管理技術(shù)體系。是降碳減排的排頭兵。清華大學(xué)能動(dòng)系研發(fā)了具有完全自主知識(shí)產(chǎn)權(quán)的循環(huán)流化床燃燒技術(shù)和設(shè)計(jì)理論體系及先進(jìn)煤氣化技術(shù)。核研院設(shè)計(jì)了世界首座球床模塊式高溫氣冷堆示范電站并完成商業(yè)示范。在氫能發(fā)電方面攻克了固體氧化物電池從機(jī)理到集成匹配的電池全產(chǎn)業(yè)鏈關(guān)鍵技術(shù)。是實(shí)現(xiàn)雙碳目標(biāo)的核心樞紐。電機(jī)系構(gòu)建了高比例新能源電力系統(tǒng)安全控制理論、電力裝備與系統(tǒng)高效仿真、碳排放流模擬平臺(tái),研發(fā)了多類型儲(chǔ)能技術(shù)與關(guān)鍵裝備,為實(shí)現(xiàn)以新能源為主體的新型電力系統(tǒng)提供了關(guān)鍵裝備和“智慧大腦”。材料學(xué)院在高效制氫光/電催化劑、光伏能量轉(zhuǎn)化材料研制技術(shù)上提供了系列重要支撐?;は笛邪l(fā)了下行床原油直接裂解制化學(xué)品等成套技術(shù),開拓了一條從“化石燃料”到“化石材料”產(chǎn)業(yè)鏈變革的關(guān)鍵技術(shù)路徑。減污降碳協(xié)同增效是貫徹落實(shí)習(xí)近平生態(tài)文明思想、深入打好污染防治攻堅(jiān)戰(zhàn)的關(guān)鍵途徑和重要抓手。環(huán)境學(xué)院研發(fā)了循環(huán)經(jīng)濟(jì)共性技術(shù)、污染物高精度追蹤數(shù)據(jù)庫(kù)與實(shí)時(shí)反演技術(shù),形成了減污降碳和資源能源高效利用成套技術(shù)方案與裝備,地學(xué)系構(gòu)建了生態(tài)系統(tǒng)碳匯和全球碳排放數(shù)據(jù)庫(kù),為推動(dòng)經(jīng)濟(jì)社會(huì)發(fā)展全面綠色轉(zhuǎn)型提供理論和技術(shù)保障。
CCUS與碳匯是實(shí)現(xiàn)雙碳目標(biāo)的托底技術(shù)。近20年來(lái),能動(dòng)系、化工系、土水學(xué)院、地學(xué)系等多院系協(xié)同開展了CO2捕集、地質(zhì)封存與增產(chǎn)油、氣、熱利用研究,建成了從原子、孔隙尺度到巖心、大規(guī)模尺度的模擬方法和實(shí)驗(yàn)平臺(tái)。研究成果應(yīng)用于國(guó)內(nèi)外CCUS示范項(xiàng)目中。

氣候變化與碳中和戰(zhàn)略方面氣候變化與可持續(xù)發(fā)展研究院、核研院圍繞我國(guó)中長(zhǎng)期低碳發(fā)展戰(zhàn)略與轉(zhuǎn)型路徑開展系統(tǒng)研究,經(jīng)管學(xué)院、公管學(xué)院、五道口金融學(xué)院組織了碳中和全球經(jīng)濟(jì)政策的高端研討,為國(guó)家“雙碳”目標(biāo)的決策和實(shí)施提供了科學(xué)支撐。未來(lái)計(jì)劃在碳中和高端國(guó)際論壇和國(guó)際科技傳播兩個(gè)方向發(fā)力,并由清華大學(xué)碳中和研究院倡議并建立碳中和技術(shù)國(guó)際聯(lián)盟。
碳中和研究院將轉(zhuǎn)變學(xué)科單一發(fā)展的慣性,發(fā)揮學(xué)校基礎(chǔ)研究深厚和學(xué)科交叉融合的優(yōu)勢(shì),實(shí)現(xiàn)多院系多學(xué)科聯(lián)合創(chuàng)新,集中優(yōu)勢(shì)資源加快突破碳中和領(lǐng)域關(guān)鍵核心技術(shù)攻關(guān),攻克一批碳中和“卡脖子”關(guān)鍵核心技術(shù)。積極參與創(chuàng)新聯(lián)合體建設(shè),形成跨行業(yè)、跨領(lǐng)域、跨區(qū)域碳中和關(guān)鍵技術(shù)合作集成平臺(tái),不斷深化校地合作,對(duì)接地方低碳發(fā)展與企業(yè)轉(zhuǎn)型需求,合作共建綠色低碳示范企業(yè)、示范城市(群),促進(jìn)科技成果轉(zhuǎn)化。推進(jìn)與世界一流大學(xué)和學(xué)術(shù)機(jī)構(gòu)的合作交流,組織開展國(guó)際合作戰(zhàn)略研究,參與國(guó)際碳中和領(lǐng)域大科學(xué)計(jì)劃和大科學(xué)工程,宣傳、傳播清華碳中和國(guó)際合作與技術(shù)發(fā)展前沿,提高在國(guó)際碳中和技術(shù)領(lǐng)域的影響力。

On September 22, 2021, Tsinghua University officially established the Institute for Carbon Neutrality (Institute for Carbon Neutrality, ICON,THU).The establishment of the Institute of Carbon Neutrality is the first important strategic initiative of Tsinghua University after the 110th anniversary of the university.
