中辦國辦印發(fā)《關于深化生態(tài)保護補償制度改革的意見》
近日，中共中央辦公廳、國務院辦公廳印發(fā)了《關于深化生態(tài)保護補償制度改革的意見》?！兑庖姟芬?，到2025年，與經濟社會發(fā)展狀況相適應的生態(tài)保護補償制度基本完備，全社會參與生態(tài)保護的積極性顯著增強，生態(tài)保護者和受益者良性互動的局面基本形成。到2035年，適應新時代生態(tài)文明建設要求的生態(tài)保護補償制度基本定型。
《意見》提出，發(fā)揮市場機制作用，加快推進多元化補償。在合理科學控制總量的前提下，建立用水權、排污權、 碳排放權初始分配制度，逐步開展市場化環(huán)境權交易。加快建設全國用能權、碳排放權交易市場。將具有生態(tài)、社會等多種效益的林業(yè)、可再生能源、甲烷利用等領域溫室氣體自愿減排項目納入全國碳排放權交易市場。研究發(fā)展基于水權、排污權、碳排放權等各類資源環(huán)境權益的融資工具，建立綠色股票指數(shù)，發(fā)展碳排放權期貨交易。探索危險廢物跨區(qū)域轉移處置補償機制。
證券時報·數(shù)據(jù)寶梳理A股市場中報業(yè)績增長的碳交易概念股名單顯示，下半年以來，23股平均上漲31.69%，遠超同期大盤表現(xiàn)。19股累計上漲，中國電建借著新能源的東風，以134.29%的漲幅獨占鰲頭；巨化股份、中泰化學、云鋁股份、凱美特氣、華自科技累計上漲均逾60%。
中國電建是風光水電行業(yè)絕對龍頭，間接持有四川聯(lián)合環(huán)境交易所10%股權。公司承擔國內大中型水電站80%以上規(guī)劃設計任務、60%以上建設任務，占有全球50%以上大中型水利水電建設市場。光伏和風電公司承擔半數(shù)以上規(guī)劃設計任務，且為國內最大電站輔機制造商。東北證券認為，公司裝機容量提升，海內外發(fā)展空間廣闊。疊加電力市場屬性還原，交易電價上漲未來主要趨勢，電力相關業(yè)務盈利將進一步提升。
中報業(yè)績來看，多達9股翻倍。中材節(jié)能、中泰化學、云鋁股份業(yè)績增幅均超7倍。中泰化學是全國大型氯堿化工企業(yè)，持有新疆碳排放權交易中心10%股權。銀河證券認為，公司的PVC、燒堿、粘膠短纖等業(yè)務都將開啟上行通道，對公司前景表示看好。云鋁股份二季度產品量價齊升抵消產能影響，業(yè)績創(chuàng)下歷史新高。子公司云南亞能主營碳資產開發(fā)經營管理。天風證券表示，高盈利持續(xù)+產能爬坡+成本優(yōu)勢三重邏輯，中期將繼續(xù)支撐公司業(yè)績增長。
綜合估值水平考察，中報業(yè)績增幅逾20%且最新市盈率低于20倍的個股僅有4只，分別是中鋼國際、海油發(fā)展、四川路橋、金融街。從碳交易概念方面看，中鋼國際持有中成碳資產38%的股份，后者主營業(yè)務為碳資產管理；海油發(fā)展和金融街則分別持有北京綠色交易所4%、16%的股權；四川路橋持有鐵能電力40%的股權，間接參股四川聯(lián)合環(huán)境交易所40%的股權。

The Opinions put forward that the market mechanism should be brought into play to accelerate the diversification of compensation.On the premise of rational and scientific control of total volume, an initial allocation system for water rights, pollution rights and carbon emission rights shall be established, and market-oriented environmental rights shall be gradually carried out. We will accelerate the development of a national market for trading energy use rights and carbon emission rights.Voluntary greenhouse gas emission reduction projects in forestry, renewable energy, methane utilization and other fields with ecological and social benefits will be included in the national carbon emission trading market. Research and develop financing tools based on water rights, sewage rights, carbon emission rights and other resources and environmental rights, establish green stock indexes, and develop carbon emission rights futures trading. We will explore compensation mechanisms for trans-regional transfer and disposal of hazardous waste.

According to the comprehensive valuation level, only 4 stocks, namely Sinosteel International, Haiyou Development, Sichuan Luqiao and Financial Street, have reported a performance increase of more than 20% and the latest p/E ratio is less than 20 times. From the perspective of carbon trading concept, Sinosteel International has a 38% stake in Sinocheng Carbon Asset, which is mainly engaged in carbon asset management. Cnooc Development and Financial Street respectively hold 4% and 16% of the shares of Beijing Green Exchange.Sichuan Luqiao has a 40 per cent stake in Tieneng Power and an indirect 40 per cent stake in Sichuan United Environment Exchange.
