近期國家能源局發(fā)布了《關(guān)于能源領(lǐng)域深化“放管服”改革優(yōu)化營商環(huán)境的實(shí)施意見(征求意見稿)》意見的公告,其中提到創(chuàng)新推動(dòng)能源低碳轉(zhuǎn)型:
(一)促進(jìn)新能源加速發(fā)展
簡化新能源項(xiàng)目備案手續(xù),無補(bǔ)貼新能源項(xiàng)目實(shí)施無條件備案。對(duì)于依法依規(guī)已履行行政許可手續(xù)的項(xiàng)目,不得針對(duì)項(xiàng)目開工建設(shè)、并網(wǎng)運(yùn)行及竣工驗(yàn)收等環(huán)節(jié)增加或變相增加辦理環(huán)節(jié)和申請(qǐng)材料。鼓勵(lì)地方政府探索借鑒“標(biāo)準(zhǔn)地”改革方式,為新建能源項(xiàng)目先行完成一些基礎(chǔ)性評(píng)價(jià)、審批等工作,為項(xiàng)目打好前期基礎(chǔ),提高能源項(xiàng)目開工效率。電網(wǎng)企業(yè)要支持實(shí)施清潔替代、自發(fā)自用的新能源發(fā)電項(xiàng)目并網(wǎng)。
(二)推進(jìn)多能互補(bǔ)一體化發(fā)展
建立清潔能源基地多能源品種協(xié)同開發(fā)機(jī)制,統(tǒng)籌開發(fā)主體,建立完善多能互補(bǔ)一體化規(guī)劃、一體化審批(或備案)、一體化建設(shè)流程,統(tǒng)籌多能互補(bǔ)項(xiàng)目與輸電通道建設(shè)時(shí)序。
(三)推動(dòng)分布式發(fā)電市場(chǎng)建設(shè)
完善分布式發(fā)電市場(chǎng)化交易機(jī)制,完善支持分布式發(fā)電市場(chǎng)化交易的價(jià)格政策,建立適應(yīng)可再生能源微電網(wǎng)、存量小電網(wǎng)、增量配電網(wǎng)與大電網(wǎng)開展交易的體制機(jī)制,推動(dòng)“隔墻售電”工作落地。
(四)建立健全能源低碳轉(zhuǎn)型的長效機(jī)制
支持煤炭、油氣等企業(yè)利用現(xiàn)有資源建設(shè)光伏等清潔能源發(fā)電項(xiàng)目,推動(dòng)天然氣發(fā)電與可再生能源融合發(fā)展項(xiàng)目落地,促進(jìn)化石能源與可再生能源協(xié)同發(fā)展。適應(yīng)以新能源為主體的新型電力系統(tǒng)建設(shè),促進(jìn)煤電與新能源發(fā)展更好的協(xié)同。進(jìn)一步鼓勵(lì)并優(yōu)化能源企業(yè)與主要用戶間的長期協(xié)議機(jī)制,保障能源穩(wěn)定供應(yīng)。
(五)探索包容審慎監(jiān)管新方式
對(duì)綜合能源服務(wù)、智慧能源、儲(chǔ)能等新產(chǎn)業(yè)新業(yè)態(tài),在嚴(yán)守安全、環(huán)保規(guī)范標(biāo)準(zhǔn)的基礎(chǔ)上,探索“監(jiān)管沙盒”的方式,鼓勵(lì)開展政策和機(jī)制創(chuàng)新。建立與新興市場(chǎng)主體間的良性溝通互動(dòng)機(jī)制,在實(shí)踐中探索寓監(jiān)管于服務(wù)的有效方式。

為貫徹黨中央、國務(wù)院關(guān)于深化“放管服”改革的決策部署,落實(shí)《優(yōu)化營商環(huán)境條例》,深入推進(jìn)能源領(lǐng)域“放管服”改革,著力培育和激發(fā)市場(chǎng)主體活力,國家能源局研究起草了《關(guān)于能源領(lǐng)域深化“放管服”改革優(yōu)化營商環(huán)境的實(shí)施意見(征求意見稿)》,現(xiàn)向社會(huì)公開征求意見。

關(guān)于能源領(lǐng)域深化“放管服”改革優(yōu)化營商環(huán)境的實(shí)施意見(征求意見稿 )
一、持續(xù)深化行政審批制度改革
(一)推行能源領(lǐng)域“證照分離”改革全覆蓋
在全國范圍內(nèi)深化能源領(lǐng)域“證照分離”改革,大力推動(dòng)照后減證和簡化審批。按照全覆蓋要求,將全部涉企經(jīng)營許可事項(xiàng)納入清單管理,按照直接取消審批、審批改為備案、實(shí)行告知承諾、優(yōu)化審批服務(wù)等四種方式分類推進(jìn)審批制度改革,逐項(xiàng)確定具體改革舉措,建立簡約高效、公正透明、寬進(jìn)嚴(yán)管的行業(yè)準(zhǔn)營規(guī)則,提高能源市場(chǎng)主體辦事的便利度和可預(yù)期性。
(二)優(yōu)化涉企審批服務(wù)
清理規(guī)范能源領(lǐng)域行政審批前置條件和審批標(biāo)準(zhǔn),明確行政備案材料、程序,依托全國一體化政務(wù)服務(wù)平臺(tái),推動(dòng)更多能源領(lǐng)域涉企事項(xiàng)網(wǎng)上辦理,大力推進(jìn)減環(huán)節(jié)、減材料、減時(shí)限、減費(fèi)用,降低制度性交易成本。精簡整合能源項(xiàng)目投資建設(shè)審批流程,在確保工程質(zhì)量和安全前提下,進(jìn)一步清理規(guī)范項(xiàng)目審批全流程涉及的行政許可、技術(shù)審查等事項(xiàng),讓項(xiàng)目早落地、早投產(chǎn)。加強(qiáng)項(xiàng)目立項(xiàng)與用地、規(guī)劃等建設(shè)條件銜接。推動(dòng)項(xiàng)目在線審批監(jiān)管平臺(tái)和各相關(guān)審批系統(tǒng)互聯(lián)互通和數(shù)據(jù)共享,避免企業(yè)重復(fù)填報(bào)、部門重復(fù)核驗(yàn)。
(三)推行許可告知承諾制
推行能源領(lǐng)域許可告知承諾制,全面推行電力業(yè)務(wù)、承裝(修、試)電力設(shè)施等許可事項(xiàng)實(shí)行告知承諾制。依法列出可量化、可操作、不含兜底條款的許可條件,明確適用對(duì)象、監(jiān)管規(guī)則和違反承諾后果,一次性告知企業(yè)。實(shí)行告知承諾后,對(duì)因企業(yè)承諾可以減省的審批材料,不再要求企業(yè)提供。對(duì)企業(yè)自愿作出承諾并按要求提交材料的,要當(dāng)場(chǎng)作出審批決定。對(duì)通過告知承諾取得許可的企業(yè),要加強(qiáng)事中事后監(jiān)管,確有必要的可以開展全覆蓋核查。發(fā)現(xiàn)企業(yè)不符合許可條件的,依法調(diào)查處理,并將失信違法行為記入企業(yè)信用記錄,依法依規(guī)實(shí)施失信懲戒,將企業(yè)履行承諾情況納入信用記錄,并歸集至全國信用信息共享平臺(tái)。
(四)加大簡政放權(quán)改革試點(diǎn)力度
自由貿(mào)易試驗(yàn)區(qū)、行政備案規(guī)范管理改革試點(diǎn)等具備條件的地區(qū),進(jìn)一步加大能源領(lǐng)域簡政放權(quán)改革試點(diǎn)力度,為全國能源領(lǐng)域簡政放權(quán)改革積累可復(fù)制可推廣的經(jīng)驗(yàn)。
二、切實(shí)加強(qiáng)能源領(lǐng)域科學(xué)監(jiān)管
(一)加快完善能源監(jiān)管體系
明確監(jiān)管職責(zé),按照“誰審批、誰監(jiān)管,誰主管、誰監(jiān)管”原則,嚴(yán)格落實(shí)法律法規(guī)和“三定”明確的能源監(jiān)管職責(zé)。健全監(jiān)管規(guī)則,及時(shí)查找監(jiān)管漏洞,加快制定、修訂、更新監(jiān)管法規(guī)文件。加強(qiáng)事中事后監(jiān)管,各級(jí)能源管理部門要針對(duì)2013年以來取消、下放的行政許可事項(xiàng),分析查找存在的風(fēng)險(xiǎn)隱患和監(jiān)管漏洞,創(chuàng)新和加強(qiáng)事中事后監(jiān)管,探索完善隨機(jī)抽查等監(jiān)管辦法,切實(shí)提高監(jiān)管效能。
(二)持續(xù)加強(qiáng)能源市場(chǎng)秩序監(jiān)管
區(qū)分競(jìng)爭(zhēng)性和壟斷性環(huán)節(jié),推動(dòng)能源領(lǐng)域的自然壟斷性業(yè)務(wù)和競(jìng)爭(zhēng)性業(yè)務(wù)分離。推動(dòng)落實(shí)電網(wǎng)企業(yè)功能定位,進(jìn)一步深化主輔分離、廠網(wǎng)分離,建立電網(wǎng)企業(yè)競(jìng)爭(zhēng)性業(yè)務(wù)年度報(bào)告機(jī)制。加強(qiáng)競(jìng)爭(zhēng)性環(huán)節(jié)市場(chǎng)秩序監(jiān)管,著力構(gòu)建主體多元、競(jìng)爭(zhēng)有序的市場(chǎng)格局。加強(qiáng)市場(chǎng)運(yùn)營機(jī)構(gòu)監(jiān)管,針對(duì)市場(chǎng)運(yùn)營機(jī)構(gòu)的交易組織、公告發(fā)布、結(jié)果出清、信息披露等環(huán)節(jié)出具監(jiān)管報(bào)告,保證市場(chǎng)運(yùn)營過程的公開透明。實(shí)施陽光監(jiān)管,健全并公開監(jiān)管標(biāo)準(zhǔn),壓縮監(jiān)管執(zhí)法的彈性空間,實(shí)現(xiàn)科學(xué)監(jiān)管、精準(zhǔn)監(jiān)管,切實(shí)推動(dòng)有關(guān)單位及時(shí)、規(guī)范、詳盡地披露市場(chǎng)信息。
(三)全面實(shí)施“雙隨機(jī)、一公開”監(jiān)管
完善隨機(jī)抽查機(jī)制和抽查事項(xiàng)清單,明確檢查重點(diǎn)、檢查方法和工作要求。依據(jù)信用風(fēng)險(xiǎn)高低實(shí)施分級(jí)分類監(jiān)管,提高高風(fēng)險(xiǎn)市場(chǎng)主體抽查比例和頻次,增強(qiáng)監(jiān)管的精準(zhǔn)性和威懾力。
(四)健全完善信用監(jiān)管
扎實(shí)做好能源行業(yè)信用信息歸集共享、行業(yè)公共信用評(píng)價(jià)、信用風(fēng)險(xiǎn)分析預(yù)警等工作,完善信用承諾、失信約束、信用修復(fù)等信用監(jiān)管制度及措施。在行政許可、行政審批、產(chǎn)能替代、財(cái)政性資金補(bǔ)貼、新能源并網(wǎng)接入、電力市場(chǎng)交易、油氣管網(wǎng)公平開放、電力工程建設(shè)等重點(diǎn)監(jiān)管領(lǐng)域,結(jié)合“雙隨機(jī)、一公開”監(jiān)管,強(qiáng)化運(yùn)用信用分級(jí)分類差異化監(jiān)管措施。積極構(gòu)建“以信用為基礎(chǔ)、貫穿市場(chǎng)主體全生命周期,銜接事前、事中、事后全監(jiān)管環(huán)節(jié)”的新型能源監(jiān)管機(jī)制,多方協(xié)同大力提升能源監(jiān)管的精準(zhǔn)性、有效性。
(五)大力推行“互聯(lián)網(wǎng)+監(jiān)管”
加快推進(jìn)線上線下一體化監(jiān)管,推動(dòng)實(shí)現(xiàn)能源監(jiān)管事項(xiàng)一體化、數(shù)據(jù)支撐一體化、業(yè)務(wù)協(xié)同一體化、運(yùn)營管理一體化、安全保障一體化。加強(qiáng)能源監(jiān)管領(lǐng)域數(shù)據(jù)匯集,進(jìn)一步完善“互聯(lián)網(wǎng)+監(jiān)管”系統(tǒng)風(fēng)險(xiǎn)預(yù)警模型,形成風(fēng)險(xiǎn)預(yù)警線索推送、處置和反饋機(jī)制,提升能源監(jiān)管智能化水平。完善“互聯(lián)網(wǎng)+監(jiān)管”系統(tǒng)功能、優(yōu)化提升支撐能力,圍繞行政許可、行業(yè)規(guī)劃、項(xiàng)目審批、市場(chǎng)運(yùn)營、安全管控等能源行業(yè)重點(diǎn)監(jiān)管業(yè)務(wù)需求,開發(fā)完善配套功能,進(jìn)一步加大政務(wù)信息資源的共享力度。
(六)積極探索提高協(xié)同監(jiān)管能力
結(jié)合能源行業(yè)監(jiān)管需要建立條塊結(jié)合、區(qū)域聯(lián)動(dòng)、信息共享、協(xié)同高效的監(jiān)管機(jī)制。在能源領(lǐng)域建立跨部門綜合監(jiān)管機(jī)制,減少執(zhí)法擾民,提升監(jiān)管效能。加強(qiáng)行政執(zhí)法與刑事司法銜接,建立健全案情通報(bào)、案件移送和聯(lián)合調(diào)查機(jī)制。
三、推進(jìn)政務(wù)服務(wù)標(biāo)準(zhǔn)化規(guī)范化便利化
(一)推進(jìn)政務(wù)服務(wù)事項(xiàng)實(shí)施清單標(biāo)準(zhǔn)化
明確能源領(lǐng)域的政務(wù)服務(wù)事項(xiàng)拆分標(biāo)準(zhǔn),在“四級(jí)四同”基礎(chǔ)上,推動(dòng)逐步實(shí)現(xiàn)同一能源領(lǐng)域政務(wù)服務(wù)事項(xiàng)受理?xiàng)l件、辦理流程、所需材料、法定辦結(jié)時(shí)限、辦理結(jié)果等要素在全國范圍統(tǒng)一,形成政務(wù)服務(wù)事項(xiàng)實(shí)施清單。對(duì)于各地區(qū)依法依規(guī)自行設(shè)立的地方能源領(lǐng)域政務(wù)服務(wù)事項(xiàng),各地方能源管理部門要做好實(shí)施清單要素統(tǒng)一工作。
(二)規(guī)范審批服務(wù)行為
推進(jìn)審批服務(wù)事項(xiàng)依法依規(guī)辦理,嚴(yán)格按照能源領(lǐng)域?qū)徟?wù)事項(xiàng)實(shí)施清單提供辦事服務(wù),公開事項(xiàng)辦理流程和條件標(biāo)準(zhǔn)等信息。各級(jí)能源管理部門及能源監(jiān)管機(jī)構(gòu)不得在法定條件之外增加前置條件。嚴(yán)格執(zhí)行首問負(fù)責(zé)、一次告知和限時(shí)辦結(jié)等制度。優(yōu)化前置服務(wù),加強(qiáng)審批前申報(bào)輔導(dǎo)。建立現(xiàn)場(chǎng)勘驗(yàn)、技術(shù)審查、聽證論證等程序限時(shí)辦結(jié)機(jī)制。各級(jí)能源管理部門及能源監(jiān)管機(jī)構(gòu)要及時(shí)監(jiān)管并披露相關(guān)項(xiàng)目審批服務(wù)規(guī)范落實(shí)情況。
(三)規(guī)范中介服務(wù)
進(jìn)一步清理能源領(lǐng)域政務(wù)服務(wù)無法定依據(jù)的中介服務(wù)事項(xiàng),對(duì)確需保留的強(qiáng)制性中介服務(wù)事項(xiàng),實(shí)行目錄清單管理并及時(shí)向社會(huì)公布。各級(jí)能源管理部門不得強(qiáng)制企業(yè)選擇特定中介服務(wù)機(jī)構(gòu)。加強(qiáng)對(duì)中介服務(wù)機(jī)構(gòu)的信用監(jiān)管,實(shí)行信用等級(jí)評(píng)價(jià)、資質(zhì)動(dòng)態(tài)管理,解決中介服務(wù)環(huán)節(jié)多、耗時(shí)長、市場(chǎng)壟斷、紅頂中介等問題。
(四)推進(jìn)政務(wù)服務(wù)便利化
從企業(yè)和群眾辦事角度出發(fā),集成能源領(lǐng)域內(nèi)部關(guān)聯(lián)性強(qiáng)、辦事頻度高、企業(yè)群眾獲得感強(qiáng)的事項(xiàng),提供主題式、套餐式服務(wù)。按照“一次告知、一表申請(qǐng)、一套材料、一窗受理、一網(wǎng)辦理、一口發(fā)證”要求,優(yōu)化再造業(yè)務(wù)辦理流程,通過系統(tǒng)對(duì)接整合和數(shù)據(jù)共享,減少辦事環(huán)節(jié)、精簡辦事材料、壓縮辦理時(shí)限。加快推進(jìn)電子證照在能源領(lǐng)域政務(wù)服務(wù)中應(yīng)用,能夠通過數(shù)據(jù)共享獲得的信息,不得要求辦事人提供實(shí)體證照。
(五)推行政務(wù)服務(wù)“告知承諾”“容缺受理”制度
除涉及公共安全、生態(tài)環(huán)境保護(hù)、節(jié)約能源等政務(wù)服務(wù)事項(xiàng)外,各級(jí)能源管理部門及能源監(jiān)管機(jī)構(gòu)按照最大原則梳理采取告知承諾的事項(xiàng)清單,明確承諾的具體內(nèi)容、要求和違反承諾應(yīng)承擔(dān)的法律責(zé)任,細(xì)化網(wǎng)上辦事承諾方式和承諾事項(xiàng)監(jiān)管細(xì)則,及時(shí)向社會(huì)公布。完善容缺受理服務(wù)機(jī)制,各級(jí)能源管理部門及監(jiān)管機(jī)構(gòu)依法編制公布容缺受理能源領(lǐng)域政務(wù)服務(wù)事項(xiàng)清單,明確事項(xiàng)名稱、主要申請(qǐng)材料和可容缺受理材料。
(六)做好政務(wù)服務(wù)評(píng)價(jià)
落實(shí)政務(wù)服務(wù)“好差評(píng)”制度,全面開展“好差評(píng)”工作。堅(jiān)持評(píng)價(jià)人自愿自主評(píng)價(jià)原則,不得強(qiáng)迫或干擾評(píng)價(jià)人的評(píng)價(jià)行為,更好發(fā)揮社會(huì)監(jiān)督作用,及時(shí)回應(yīng)社會(huì)關(guān)切。
四、優(yōu)化營商環(huán)境培育和激發(fā)市場(chǎng)主體活力
(一)全面提升“獲得電力”服務(wù)水平
各省級(jí)能源管理部門要按照《國家發(fā)展改革委 國家能源局關(guān)于全面提升“獲得電力”服務(wù)水平優(yōu)化用電營商環(huán)境的通知》(發(fā)改能源規(guī)〔2020〕1479號(hào))制定本省區(qū)全面提升“獲得電力”服務(wù)水平三年行動(dòng)方案和任務(wù)臺(tái)賬,并按照有關(guān)要求持續(xù)抓好落實(shí),壓減辦電時(shí)間,提高辦電透明度和便利度,降低辦電成本,全面推廣低壓小微企業(yè)用電報(bào)裝“零上門、零審批、零投資”服務(wù)、高壓用戶用電報(bào)裝“省力、省時(shí)、省錢”服務(wù)等典型經(jīng)驗(yàn)做法。供電企業(yè)要防范和杜絕用戶受電工程“三指定”行為。各能源監(jiān)管機(jī)構(gòu)要加大監(jiān)管力度,強(qiáng)化日常監(jiān)管,壓實(shí)供電企業(yè)落實(shí)主體責(zé)任,著力補(bǔ)齊服務(wù)短板和工作弱項(xiàng),督促相關(guān)省級(jí)能源管理部門履行好牽頭責(zé)任。
(二)提升供電質(zhì)量
供電企業(yè)要加強(qiáng)用戶供電質(zhì)量管理,大力推廣不停電作業(yè),有效壓減電力用戶停電時(shí)間、次數(shù)和影響范圍,提升配電網(wǎng)電能質(zhì)量,加大頻繁停電、低電壓、用戶故障出門等問題的整治力度。各省級(jí)能源管理部門、國家能源局派出機(jī)構(gòu)要結(jié)合鄉(xiāng)村振興戰(zhàn)略、電網(wǎng)升級(jí)改造等工作,加強(qiáng)供電可靠性、電壓合格率等供電質(zhì)量主要指標(biāo)的日常監(jiān)管,保障安全、穩(wěn)定的電力供應(yīng)質(zhì)量。
(三)規(guī)范接網(wǎng)服務(wù)
電網(wǎng)企業(yè)要做好新能源、分布式能源、新型儲(chǔ)能、微電網(wǎng)和增量配電網(wǎng)等項(xiàng)目接入電網(wǎng)服務(wù)。電網(wǎng)企業(yè)應(yīng)提供配變可開放容量的信息查詢?nèi)肟?,?shí)現(xiàn)接入電網(wǎng)可開放容量信息公開。優(yōu)化基本流程和協(xié)調(diào)機(jī)制,明確接網(wǎng)申請(qǐng)受理、方案答復(fù)等環(huán)節(jié)辦理時(shí)限,提高接網(wǎng)審批效率。電網(wǎng)企業(yè)制定完善電源接網(wǎng)審查技術(shù)標(biāo)準(zhǔn),制定標(biāo)準(zhǔn)化收資清單和服務(wù)要求,規(guī)范接網(wǎng)審批的自由裁量權(quán)。簽訂接網(wǎng)協(xié)議,規(guī)范電網(wǎng)和接網(wǎng)企業(yè)的權(quán)利和義務(wù),明確接網(wǎng)工程建設(shè)時(shí)間,明確新能源投資企業(yè)自建配套送出工程的回購標(biāo)準(zhǔn)。探索建立由第三方機(jī)構(gòu)承擔(dān)接入系統(tǒng)審查工作的機(jī)制,經(jīng)有關(guān)政府部門或監(jiān)管部門備案后即可接入。建立電網(wǎng)接入完成率評(píng)價(jià)機(jī)制,將電網(wǎng)接入完成率作為電網(wǎng)投資有效性評(píng)價(jià)和電網(wǎng)企業(yè)落實(shí)可再生能源消納責(zé)任的重要指標(biāo)。
油氣管網(wǎng)設(shè)施運(yùn)營企業(yè)要做好下游用戶支線項(xiàng)目開口服務(wù),明確開口申請(qǐng)受理?xiàng)l件及評(píng)審、審批等環(huán)節(jié)辦理時(shí)限,簡化辦理環(huán)節(jié)、壓縮辦理時(shí)間,提高開口審批效率。
(四)切實(shí)維護(hù)公平競(jìng)爭(zhēng)的市場(chǎng)秩序

提升能源領(lǐng)域招投標(biāo)透明度和規(guī)范性,督促電網(wǎng)企業(yè)、管網(wǎng)企業(yè)更加重視招投標(biāo)管理,完善制度、信息公開,防范不公平競(jìng)爭(zhēng)。持續(xù)推進(jìn)招投標(biāo)全流程電子化,推動(dòng)能源領(lǐng)域評(píng)標(biāo)專家資源互聯(lián)共享。
(六)進(jìn)一步清理證明事項(xiàng)
對(duì)部門規(guī)章、規(guī)范性文件設(shè)定的能源領(lǐng)域證明事項(xiàng)進(jìn)行全面清理,實(shí)現(xiàn)清單管理。各級(jí)能源管理部門辦理依申請(qǐng)的行政事項(xiàng)不得索要清單之外的證明。
(七)重視市場(chǎng)主體合理訴求

各級(jí)能源管理部門及能源監(jiān)管機(jī)構(gòu)要直面市場(chǎng)主體需求,圍繞市場(chǎng)主體關(guān)切,科學(xué)精準(zhǔn)實(shí)施能源政策措施。健全企業(yè)合理訴求解決機(jī)制,完善問題受理、協(xié)同辦理、結(jié)果反饋等流程,杜絕投訴無門、推諉扯皮現(xiàn)象,有效解決企業(yè)面臨的實(shí)際困難問題。針對(duì)企業(yè)和群眾反映的涉及營商環(huán)境事項(xiàng),認(rèn)真調(diào)查處理,不得將重要投訴舉報(bào)線索移交被投訴舉報(bào)的主體處理,抓典型,定期通報(bào),以點(diǎn)帶面,促進(jìn)從制度層面整改,優(yōu)化營商環(huán)境。鼓勵(lì)通過電話回訪、問卷調(diào)查等方式,及時(shí)掌握投訴舉報(bào)反映的問題,重點(diǎn)加以解決。

五、創(chuàng)新推動(dòng)能源低碳轉(zhuǎn)型
(一)促進(jìn)新能源加速發(fā)展

(三)推動(dòng)分布式發(fā)電市場(chǎng)建設(shè)

六、組織實(shí)施
(一)加強(qiáng)組織協(xié)調(diào)。各級(jí)能源管理部門、能源監(jiān)管機(jī)構(gòu)要高度重視,提高認(rèn)識(shí),各司其職,形成合力。國家能源局要加強(qiáng)對(duì)各級(jí)能源管理部門、能源監(jiān)管機(jī)構(gòu)的指導(dǎo)督促,確保改革舉措落實(shí)到位。

We will improve the mechanism for solving reasonable demands of enterprises, improve the process of problem acceptance, collaborative handling and result feedback, eliminate the phenomenon of no door for complaints and buck-passing, and effectively solve practical difficulties faced by enterprises.In response to complaints from enterprises and the general public about matters related to the business environment, we will earnestly investigate and handle them, and refrain from handing over important complaints and reporting clues to the subject of complaint for handling. We will focus on typical cases and report them regularly, so as to promote institutional rectification and improve the business environment. Encourage telephone return visits, questionnaires and other methods to grasp the problems reflected in complaints and reports in a timely manner and focus on solving them.

8. Strict, standardized, fair and civilized law enforcement

Fines set by current administrative laws and regulations in the field of energy should be comprehensively sorted out, and unreasonable fines should be cancelled or adjusted. We handled administrative reconsideration cases fairly and impartially, handled administrative response cases in accordance with laws and regulations, and corrected lax, simple and crude law enforcement. We will strengthen supervision over law enforcement and standardize administrative law enforcement.

V. Innovation promotes low-carbon energy transformation

1. Accelerating the development of new energy sources

We will simplify filing procedures for new energy projects, and unconditionally file new energy projects without subsidies. For projects that have gone through administrative licensing procedures in accordance with laws and regulations, handling procedures and application materials shall not be added or disguised in connection with construction, grid connection, completion acceptance and other links of the project.We will encourage local governments to explore and learn from the "standard" mode of reform, and complete some basic evaluation and approval work for new energy projects in advance, so as to lay a solid foundation for projects and improve the efficiency of energy projects. Power grid enterprises should support the implementation of clean alternative, self-use new energy power generation projects connected to the grid.

2. Promoting diversified, complementary and integrated development

Establish the cooperative development mechanism of multiple energy varieties in the clean energy base, coordinate the development subjects, establish and improve the integrated planning, approval (or filing) and construction process of multi-energy complementarity, and coordinate the construction sequence of multi-energy complementarity projects and transmission channels.

(3) Promoting the construction of the distributed power generation market

We will improve the market-based trading mechanism for distributed power generation, improve pricing policies to support market-based trading of distributed power generation, establish systems and mechanisms to accommodate transactions between renewable energy microgrids, small stock grids, incremental distribution grids and large grids, and promote the implementation of "electricity sales through walls".

4. Establish and improve a long-term mechanism for low-carbon energy transition

We will support coal, oil and gas enterprises in developing photovoltaic and other clean energy power generation projects using existing resources, promote the implementation of projects to integrate natural gas power generation with renewable energy, and promote the coordinated development of fossil energy and renewable energy. Adapt to the construction of new power system with new energy as the main body, and promote better coordination between coal power and new energy development. We will further encourage and optimize long-term agreement mechanisms between energy enterprises and major users to ensure stable energy supply.

5. Exploring new ways of accommodating prudential regulation

For new industries and forms of business, such as integrated energy services, smart energy and energy storage, we will explore a "sandbox" approach to regulation while strictly observing safety and environmental protection standards, and encourage policy and institutional innovation. We will establish a sound communication and interaction mechanism with emerging market entities, and explore effective ways to combine regulation with service in practice.

Vi. Organization and implementation

1. Strengthening organization and coordination.Energy administrative departments and energy regulatory agencies at all levels should attach great importance to it, improve their understanding, perform their respective duties and form a joint force. The National Energy Administration should strengthen guidance and supervision over energy administrative departments and energy regulatory agencies at all levels to ensure the implementation of reform measures.

2. We will fully implement our responsibilities.All units should earnestly assume their responsibilities, and in accordance with the measures and requirements put forward in this Opinion, grasp and detail relevant reforms, so as to release vitality, manage fairness and serve efficiency.

(3) Summary of strengthening evaluation.We will closely follow the progress of reform, draw on experience in a timely manner, and accumulate innovative practices and experience that can be replicated and applied to deepen reform to delegate power, improve regulation, and improve the business environment.
