最的各地政府對(duì)光伏的支持力度越來越大，回看光伏發(fā)電國家政策補(bǔ)貼2021年:最高補(bǔ)貼0.4元/度！ 國家政策利好， 自雙碳目標(biāo)提出后，國內(nèi)各行各業(yè)便掀起了一股綠色發(fā)展熱潮，作為綠色建筑重要表現(xiàn)形式光伏建筑一體化（BIPV）吸引了多方關(guān)注，隨著各地綠色建筑相關(guān)補(bǔ)貼政策的密集出臺(tái)，BIPV經(jīng)濟(jì)效益顯著提高，有望迎來快速增長。據(jù)北極星太陽能光伏網(wǎng)統(tǒng)計(jì)，目前吉林、廣東、江蘇、西安、北京等14個(gè)省市明確發(fā)布了BIPV相關(guān)補(bǔ)貼政策，補(bǔ)貼力度從0.3-0.4元/度，補(bǔ)助限額從100-300萬元各有不同，具體補(bǔ)貼情況詳見下表:

      西安市：最高0.3元/瓦 不超過100萬元。指導(dǎo)文件：《西安市光伏建筑一體化應(yīng)用示范項(xiàng)目補(bǔ)助資金申報(bào)指南》激勵(lì)與補(bǔ)貼：對(duì)新建建筑同步設(shè)計(jì)、施工、驗(yàn)收使用的光伏建筑一體化項(xiàng)目，完成并網(wǎng)并驗(yàn)收通過后，按裝機(jī)容量給予建設(shè)單位0.3元/瓦的工程補(bǔ)助，單個(gè)項(xiàng)目（非單體建筑）最高不超過100萬元；對(duì)使用建筑光伏構(gòu)件替代建筑裝飾材料的既有建筑改造項(xiàng)目，完成并網(wǎng)并驗(yàn)收通過后，按裝機(jī)容量給予建設(shè)單位0.2元/瓦的工程補(bǔ)助，單個(gè)項(xiàng)目（非單體建筑）最高不超過50萬元；同一項(xiàng)目不重復(fù)補(bǔ)助。本次補(bǔ)助額度為每年1000萬元，根據(jù)申報(bào)順序予以補(bǔ)助，當(dāng)年補(bǔ)完為止。

激勵(lì)與補(bǔ)貼：裝配式建筑項(xiàng)目按建筑面積每平方米獎(jiǎng)補(bǔ)40元，單個(gè)項(xiàng)目補(bǔ)助限額最多200萬元，獎(jiǎng)補(bǔ)資金不得超過工程建設(shè)總投資的50％；超低能耗建筑項(xiàng)目按建筑面積每平方米獎(jiǎng)補(bǔ)600元，單個(gè)項(xiàng)目補(bǔ)助限額最多不超過300萬元，獎(jiǎng)補(bǔ)資金不得超過工程建設(shè)總投資的50％。
      廣東?。鹤罡哐a(bǔ)貼0.3元/千瓦時(shí)。指導(dǎo)文件：《廣州市黃埔區(qū) 廣州開發(fā)區(qū) 廣州高新區(qū)促進(jìn)綠色低碳發(fā)展辦法》。激勵(lì)與補(bǔ)貼：對(duì)分布式光伏發(fā)電的投資方按照發(fā)電量，以0.15元/千瓦時(shí)[應(yīng)用方（屋頂方）為非公共機(jī)構(gòu)的]、0.3元/千瓦時(shí)[應(yīng)用方（屋頂方）為公共機(jī)構(gòu)的]給予補(bǔ)貼，單個(gè)項(xiàng)目最高享受補(bǔ)貼時(shí)間為5年。對(duì)采用合同能源管理模式建設(shè)分布式光伏發(fā)電項(xiàng)目應(yīng)用方（屋頂方）給予最高200萬元的補(bǔ)貼。對(duì)建設(shè)充電基礎(chǔ)設(shè)施項(xiàng)目的給予最高100萬元補(bǔ)貼。
     南京市：補(bǔ)助不超過500元/kW 最高不超過300萬元。指導(dǎo)文件：《南京市綠色建筑示范項(xiàng)目管理辦法》
激勵(lì)與補(bǔ)貼：在資金補(bǔ)助方面，太陽能光伏項(xiàng)目按照不超過500元／kW予以補(bǔ)助，原則上單個(gè)可再生能源建筑應(yīng)用示范項(xiàng)目補(bǔ)助金額最高不超過200萬元。其他不同項(xiàng)目對(duì)應(yīng)不同補(bǔ)助標(biāo)準(zhǔn)，主要為根據(jù)建筑面積分星級(jí)進(jìn)行補(bǔ)助，最高不超過300萬元。
     張家港市：最高獎(jiǎng)勵(lì)20-30元/平方米 總額不超過100萬元。指導(dǎo)文件：《張家港市修訂建筑節(jié)能和綠色建筑專項(xiàng)引導(dǎo)資金管理暫行辦法》
      激勵(lì)與補(bǔ)貼：張家港市財(cái)政設(shè)立建筑節(jié)能和綠色建筑專項(xiàng)引導(dǎo)資金，專項(xiàng)資金年度額度為500萬元。專項(xiàng)資金采取補(bǔ)助、以獎(jiǎng)代補(bǔ)、貼息的方式對(duì)獲得批準(zhǔn)的項(xiàng)目進(jìn)行支持。綠色建筑示范項(xiàng)目具體補(bǔ)助標(biāo)準(zhǔn)為：一星級(jí)綠色建筑項(xiàng)目5-10元/平方米，單個(gè)項(xiàng)目補(bǔ)助總額不超過50萬元；二星級(jí)綠色建筑項(xiàng)目10-20元/平方米，單個(gè)項(xiàng)目補(bǔ)助總額不超過80萬元；三星級(jí)綠色建筑項(xiàng)目20-30元/平方米，單個(gè)項(xiàng)目補(bǔ)助總額不超過100萬元。

激勵(lì)與補(bǔ)貼：學(xué)校、社會(huì)福利場(chǎng)所以及全部實(shí)現(xiàn)光伏建筑一體化應(yīng)用的項(xiàng)目可獲得每千瓦時(shí)0.4元補(bǔ)貼。

激勵(lì)與補(bǔ)貼：對(duì)順義區(qū)行政區(qū)域范圍內(nèi)已完成備案，并于2020年1月1日至2021年12月31日期間采用“自發(fā)自用為主，余量上網(wǎng)”模式并網(wǎng)發(fā)電的分布式光伏發(fā)電項(xiàng)目，區(qū)級(jí)財(cái)政按項(xiàng)目實(shí)際發(fā)電量給予補(bǔ)貼，每個(gè)項(xiàng)目的補(bǔ)貼期限為5年，補(bǔ)貼對(duì)象為法人單位或個(gè)人。區(qū)級(jí)按照市級(jí)補(bǔ)貼標(biāo)準(zhǔn)1:1比例進(jìn)行補(bǔ)貼。
         一般工商業(yè)電價(jià)、大工業(yè)電價(jià)或農(nóng)業(yè)生產(chǎn)電價(jià)的項(xiàng)目，及個(gè)人利用自有產(chǎn)權(quán)宅基地建設(shè)的戶用光伏發(fā)電項(xiàng)目，補(bǔ)貼標(biāo)準(zhǔn)為每千瓦時(shí)0.3元（含稅）。學(xué)校、社會(huì)福利場(chǎng)所等執(zhí)行居民電價(jià)的非居民用戶項(xiàng)目，補(bǔ)貼標(biāo)準(zhǔn)提高至每千瓦時(shí)0.4元（含稅）。對(duì)全部實(shí)現(xiàn)光伏建筑一體化應(yīng)用（光伏組件作為建筑構(gòu)件）的項(xiàng)目，補(bǔ)貼標(biāo)準(zhǔn)提高至每千瓦時(shí)0.4元（含稅）。
      上海市：補(bǔ)貼標(biāo)準(zhǔn)300元/平方米。指導(dǎo)文件：《上海市建筑節(jié)能和綠色建筑示范項(xiàng)目專項(xiàng)扶持辦法》
激勵(lì)與補(bǔ)貼：將超低能耗建筑示范項(xiàng)目作為新增補(bǔ)貼項(xiàng)目類型，建筑面積要求0.2萬平方米以上，補(bǔ)貼標(biāo)準(zhǔn)為每平方米300元。同時(shí)，對(duì)評(píng)價(jià)等級(jí)達(dá)AA的，補(bǔ)貼每平米60元，達(dá)AAA的每平米補(bǔ)貼100元，并且建筑規(guī)模放寬為1萬平米以上。
      山西?。鹤罡擢?jiǎng)勵(lì)200元/平方米 單個(gè)項(xiàng)目不超過300萬元。指導(dǎo)文件：《關(guān)于印發(fā)山西轉(zhuǎn)型綜改示范區(qū)綠色建筑扶持辦法（試行）的通知》。激勵(lì)與補(bǔ)貼：綠色工業(yè)建筑項(xiàng)目，獲得國標(biāo)二星級(jí)運(yùn)行標(biāo)識(shí)的，按照建筑面積給予100元/㎡獎(jiǎng)勵(lì)，單個(gè)項(xiàng)目最高不超過200萬元；獲得國標(biāo)三星級(jí)運(yùn)行標(biāo)識(shí)的，按照建筑面積給予150元/㎡獎(jiǎng)勵(lì)，單個(gè)項(xiàng)目最高不超過300萬元。綠色民用建筑項(xiàng)目，獲得省標(biāo)三星級(jí)運(yùn)行標(biāo)識(shí)的，按照建筑面積給予100元/㎡獎(jiǎng)勵(lì)，單個(gè)項(xiàng)目最高不超過200萬元。獲評(píng)為近零能耗的建筑，按其地上建筑面積給予200元/㎡獎(jiǎng)勵(lì)，單個(gè)項(xiàng)目最高不超過300萬元。
      山東?。鹤罡擢?jiǎng)勵(lì)50元/平方米 不超過500萬元。指導(dǎo)文件：《山東省省級(jí)建筑節(jié)能與綠色建筑發(fā)展專項(xiàng)資金管理辦法》。激勵(lì)與補(bǔ)貼：一星級(jí)15元/平方米、二星級(jí)30元/平方米、三星級(jí)50元/平方米，單一項(xiàng)目最高不超過500萬元。獲得二星、三星級(jí)設(shè)計(jì)標(biāo)識(shí)的，先撥付50%，獲得運(yùn)行標(biāo)識(shí)再撥付50%；已獲得運(yùn)行標(biāo)識(shí)、此前未獲得過獎(jiǎng)勵(lì)資金的，一次性撥付獎(jiǎng)勵(lì)資金。
      河北?。鹤罡哐a(bǔ)助設(shè)計(jì)類10元、運(yùn)行類15元。指導(dǎo)文件：《河北省建筑節(jié)能專項(xiàng)資金管理暫行辦法》
激勵(lì)與補(bǔ)貼：二星級(jí)每平方米設(shè)計(jì)類5元、運(yùn)行類10元;單個(gè)項(xiàng)目補(bǔ)助分別不超過30萬元、50萬元;三星級(jí)每平方米設(shè)計(jì)類10元、運(yùn)行類15元，單個(gè)項(xiàng)目補(bǔ)助分別不超過50萬元、70萬元。
      新疆?。鹤罡擢?jiǎng)勵(lì)40元/平方米。指導(dǎo)文件：烏魯木齊市政府《關(guān)于印發(fā)全面推進(jìn)綠色建筑發(fā)展實(shí)施方案》。激勵(lì)與補(bǔ)貼：對(duì)于通過國家、自治區(qū)審核、備案及公示且滿足相關(guān)標(biāo)準(zhǔn)要求的二星級(jí)及以上的綠色建筑，經(jīng)市建設(shè)行政主管部門審核并報(bào)市人民政府批準(zhǔn)，可享受市級(jí)財(cái)政資金獎(jiǎng)勵(lì)，二星級(jí)20元/平方米，三星級(jí)40元/平方米。經(jīng)專家審定，對(duì)建筑面積超過1萬平方米達(dá)到或優(yōu)于國家標(biāo)準(zhǔn)的被動(dòng)式建筑、超低能耗建筑、清    潔能源應(yīng)用建筑（太陽能強(qiáng)制范圍及天然氣應(yīng)用除外）示范項(xiàng)目，給予10元/平方米獎(jiǎng)勵(lì)，最高不超過100萬元。裝配式建筑、綠色建筑、超低能耗建筑、被動(dòng)式建筑等示范項(xiàng)目同時(shí)申請(qǐng)本財(cái)政獎(jiǎng)勵(lì)政策時(shí)，按照單項(xiàng)最高政策獎(jiǎng)勵(lì)上限執(zhí)行，不重復(fù)享受。獎(jiǎng)勵(lì)資金在竣工決算審計(jì)并取得運(yùn)行測(cè)試相關(guān)證明文件后一次性補(bǔ)助。
    寧夏：最高獎(jiǎng)勵(lì)50元/平方米。指導(dǎo)文件：《寧夏回族自治區(qū)綠色建筑示范項(xiàng)目資金管理暫行辦法》
激勵(lì)與補(bǔ)貼：一星級(jí)15元/平方米，其中，一星級(jí)設(shè)計(jì)標(biāo)識(shí)獎(jiǎng)勵(lì)3元/平方米、運(yùn)行標(biāo)識(shí)12元/平方米；二星級(jí)30元/平方米，其中，二星級(jí)設(shè)計(jì)標(biāo)識(shí)獎(jiǎng)勵(lì)5元/平方米、運(yùn)行標(biāo)識(shí)25元/平方米；三星級(jí)50元/平方米，其中，三星級(jí)設(shè)計(jì)標(biāo)識(shí)獎(jiǎng)勵(lì)10元/平方米、運(yùn)行標(biāo)識(shí)40元/平方米，單一項(xiàng)目獎(jiǎng)補(bǔ)資金最高不超過100萬元。
      2.通過自治區(qū)驗(yàn)收評(píng)估的裝配式建筑示范項(xiàng)目按照100元/平方米標(biāo)準(zhǔn)給予一次性獎(jiǎng)補(bǔ)，單一項(xiàng)目獎(jiǎng)補(bǔ)資金最高不超過200萬元。對(duì)國家和自治區(qū)認(rèn)定的裝配式建筑產(chǎn)業(yè)化示范基地一次性獎(jiǎng)補(bǔ)100萬元。
重慶市：最高補(bǔ)助40元/平方米指導(dǎo)文件：《關(guān)于完善重慶市綠色建筑項(xiàng)目資金補(bǔ)助有關(guān)事項(xiàng)的通知》
     激勵(lì)與補(bǔ)貼：對(duì)獲得金級(jí)綠色建筑標(biāo)識(shí)的項(xiàng)目仍按項(xiàng)目建筑面積25元/平方米的標(biāo)準(zhǔn)予以補(bǔ)助，但資金補(bǔ)助總額不超過400萬元。其中，對(duì)僅獲得我市金級(jí)綠色建筑竣工標(biāo)識(shí)的項(xiàng)目仍按項(xiàng)目建筑面積10元/平方米的標(biāo)準(zhǔn)予以補(bǔ)助，但該階段補(bǔ)助資金總額不超過160萬元。上述各階段補(bǔ)助資金限額為不含項(xiàng)目室內(nèi)車庫的部分。
      重慶市城鄉(xiāng)建委、市財(cái)政局對(duì)獲得金級(jí)、鉑金級(jí)綠色建筑標(biāo)識(shí)的項(xiàng)目按項(xiàng)目建筑面積分別給予25元/平方米和40元/平方米的補(bǔ)助資金，并根據(jù)技術(shù)進(jìn)步、成本變化等情況適時(shí)調(diào)整。其中，對(duì)僅獲得重慶市金級(jí)、鉑金級(jí)綠色建筑竣工標(biāo)識(shí)的項(xiàng)目分別給予10元/平方米和15元/平方米的補(bǔ)助資金。
     陜西?。鹤罡擢?jiǎng)勵(lì)80元/平方米。指導(dǎo)文件：《關(guān)于加快推進(jìn)陜西省綠色建筑工作的通知》。激勵(lì)與補(bǔ)貼：按照綠色建筑標(biāo)準(zhǔn)進(jìn)行建設(shè)的項(xiàng)目，達(dá)到二、三星級(jí)綠色建筑標(biāo)準(zhǔn)的，除享受國家獎(jiǎng)勵(lì)資金補(bǔ)助外，省財(cái)政給予配套獎(jiǎng)勵(lì)。對(duì)達(dá)到一星級(jí)綠色建筑標(biāo)準(zhǔn)的，經(jīng)省財(cái)政廳、省住房城鄉(xiāng)建設(shè)廳委托的能效測(cè)評(píng)機(jī)構(gòu)對(duì)項(xiàng)目實(shí)施量、工程量、實(shí)際性能效果進(jìn)行評(píng)價(jià)，符合標(biāo)準(zhǔn)的，省財(cái)政給予一定的資金獎(jiǎng)勵(lì)。2012年中央財(cái)政獎(jiǎng)勵(lì)標(biāo)準(zhǔn)為：二星級(jí)綠色建筑45元/平方米(建筑面積，下同)，三星級(jí)綠色建筑80元/平方米。省財(cái)政對(duì)一、二、三星級(jí)綠色建筑的獎(jiǎng)勵(lì)標(biāo)準(zhǔn)，分別為每平方米10元、15元、20元。

Incentives and subsidies: Zhangjiagang Municipal Finance set up special guiding funds for building energy conservation and green building, with an annual quota of 5 million yuan. Incentives and subsidies: schools, social welfare places and all projects that realize integrated application of photovoltaic buildings can receive a subsidy of 0.4 yuan per KWH.

Incentives and subsidies:Of shunyi district within the scope of administrative area has been completed for the record, and in 2020 January 1 to December 31, 2021, during the "spontaneous for private use is given priority to, allowance for Internet access" model distributed photovoltaic grid-connected power generation project, district-level finance according to the project actual power subsidies, subsidies each project deadline for five years, the object of subsidies for legal person units or individuals.
