      3月18日,南方電網(wǎng)公司在廣州召開(kāi)服務(wù)碳達(dá)峰、 碳中和重點(diǎn)舉措新聞發(fā)布會(huì),對(duì)外發(fā)布服務(wù)碳達(dá)峰、碳中和工作方案,從5個(gè)方面提出21項(xiàng)措施,將大力推動(dòng)供給側(cè)光伏等新能源清潔替代,以“新電氣化”為抓手推動(dòng)能源消費(fèi)方式變革,全面建設(shè)現(xiàn)代化電網(wǎng),帶動(dòng)產(chǎn)業(yè)鏈、價(jià)值鏈上下游加快構(gòu)建清潔低碳安全高效的能源體系。
      “我們?cè)诜桨钢刑岢?,?025年,將推動(dòng)南方五省區(qū)光伏等新能源新增裝機(jī)1億千瓦,達(dá)到1.5億千瓦。到2030年,推動(dòng)南方五省區(qū)新能源再新增裝機(jī)1億千瓦,達(dá)到2.5億千瓦;非化石能源裝機(jī)占比由2020年的56%提升至65%,發(fā)電量占比從2020年的53%提升至61%?!蹦戏诫娋W(wǎng)公司董事會(huì)部主任、新聞發(fā)言人劉巍在發(fā)布會(huì)上介紹。“十四五”是碳達(dá)峰的關(guān)鍵期、窗口期,南方電網(wǎng)公司將積極落實(shí) 光伏等可再生能源替代行動(dòng),構(gòu)建以新能源為主體的新型電力系統(tǒng),全力服務(wù)供電區(qū)域廣東、廣西、云南、貴州、海南及港澳地區(qū)綠色低碳發(fā)展,為國(guó)家實(shí)現(xiàn)碳達(dá)峰、碳中和目標(biāo)作出應(yīng)有貢獻(xiàn)?!敖?jīng)過(guò)十余年發(fā)展,南方五省區(qū)光伏等新能源裝機(jī)發(fā)展到目前5000萬(wàn)千瓦的規(guī)模,2030年將達(dá)到2.5億千瓦,意味著要增加近4倍,能源供給將更加清潔低碳,我們將打造清潔低碳電網(wǎng)典范。”劉巍說(shuō)。
     在能源需求側(cè),落實(shí)重點(diǎn)行業(yè)領(lǐng)域減污降碳行動(dòng),全面服務(wù)能源消費(fèi)方式變革。根據(jù)方案,南方電網(wǎng)公司將把節(jié)約能源資源放在首位,在工業(yè)、交通、建筑、農(nóng)業(yè)農(nóng)村等各個(gè)領(lǐng)域加快推動(dòng)“新電氣化”進(jìn)程,加快充電設(shè)施建設(shè),持續(xù)開(kāi)展節(jié)能服務(wù),推廣電力需求側(cè)管理,推動(dòng)能源資源高效配置和利用。預(yù)計(jì)到2030年,南方電網(wǎng)公司將助力南方五省區(qū)電能占終端能源消費(fèi)比重由2020年的32%提升至38%以上,支撐南方五省區(qū)單位國(guó)內(nèi)生產(chǎn)總值二氧化碳排放比2005年下降65%以上。
     在電網(wǎng)側(cè),南方電網(wǎng)公司將進(jìn)一步提升清潔能源資源優(yōu)化配置能力。方案提出要推動(dòng)西電東送可持續(xù)發(fā)展,積極引入?yún)^(qū)外清潔電力。2030年前爭(zhēng)取新增受入2000萬(wàn)千瓦區(qū)外電力,新增區(qū)外送電100%為清潔能源。南方電網(wǎng)跨省區(qū)送電規(guī)模由2020年的5800萬(wàn)千瓦提升至2030年的7800萬(wàn)千瓦左右。
      隨著碳達(dá)峰、碳中和目標(biāo)推進(jìn),新能源將大規(guī)模并網(wǎng),新型用能設(shè)備將廣泛接入,電力系統(tǒng)將呈現(xiàn)高比例可再生能源、高比例電力電子設(shè)備的“雙高”特征,對(duì)電網(wǎng)安全穩(wěn)定運(yùn)行帶來(lái)挑戰(zhàn)。為此,方案提出要全面建設(shè)安全、可靠、綠色、高效、智能的現(xiàn)代化電網(wǎng),構(gòu)建適應(yīng)新能源發(fā)展的堅(jiān)強(qiáng)網(wǎng)架,推進(jìn)城市電網(wǎng)升級(jí)和現(xiàn)代農(nóng)村電網(wǎng)建設(shè),推動(dòng)電網(wǎng)數(shù)字化轉(zhuǎn)型和智能化調(diào)控,優(yōu)化調(diào)度運(yùn)行,保障電網(wǎng)安全穩(wěn)定運(yùn)行,提高新能源并網(wǎng)質(zhì)量和效率。
      據(jù)介紹,近年來(lái),南方電網(wǎng)公司全面落實(shí)“四個(gè)革命、一個(gè)合作”能源安全新戰(zhàn)略,打造能源資源優(yōu)化配置平臺(tái),推動(dòng)形成綠色生產(chǎn)和消費(fèi)方式,在推進(jìn)清潔能源消納、服務(wù)生態(tài)文明建設(shè)方面取得了一系列全國(guó)乃至世界領(lǐng)先的成果。

          為此,南方電網(wǎng)將成立海上風(fēng)電服務(wù)公司,全力服務(wù)海上風(fēng)電發(fā)展;推進(jìn)水電綠色開(kāi)發(fā)和沿海核電安全穩(wěn)妥發(fā)展;加快陽(yáng)江、梅州等抽水蓄能電站規(guī)劃建設(shè),推進(jìn)城市中心調(diào)峰保安氣電規(guī)劃建設(shè);加快推進(jìn)儲(chǔ)能技術(shù)規(guī)模化應(yīng)用。能源配置:構(gòu)建現(xiàn)代化電網(wǎng),最大限度消納清潔能源
3月16日,在廣東珠海三角島桂山二期風(fēng)電場(chǎng),由南方電網(wǎng)廣東電網(wǎng)公司自主研制的8兆瓦級(jí)大容量海上風(fēng)電機(jī)組一體化測(cè)試平臺(tái)正式投運(yùn),將有力支持廣東海上風(fēng)電大容量機(jī)組規(guī)模化發(fā)展走在全國(guó)前列。
        隨著碳達(dá)峰、碳中和工作的推進(jìn),新能源將大規(guī)模并網(wǎng),給電網(wǎng)帶來(lái)高比例可再生能源、高比例電力電子設(shè)備的“雙高”挑戰(zhàn)。工作方案提出,要全面建設(shè)安全、可靠、綠色、高效、智能的現(xiàn)代化電網(wǎng),構(gòu)建以新能源為主體的新型電力系統(tǒng)。建設(shè)堅(jiān)強(qiáng)網(wǎng)架,推進(jìn)城市電網(wǎng)升級(jí)和現(xiàn)代農(nóng)村電網(wǎng)建設(shè),保障電網(wǎng)安全穩(wěn)定運(yùn)行,提高新能源并網(wǎng)質(zhì)量和效率?!拔覀冞€在積極推動(dòng)電網(wǎng)數(shù)字化轉(zhuǎn)型和智能化調(diào)控,建設(shè)南方五省區(qū)新能源可觀、可測(cè)、可控的數(shù)字化平臺(tái),大力實(shí)施清潔調(diào)度,加大風(fēng)光水火儲(chǔ)聯(lián)合優(yōu)化調(diào)度,最大限度消納清潔能源。”南方電網(wǎng)公司系統(tǒng)運(yùn)行部相關(guān)負(fù)責(zé)人說(shuō)。我國(guó)能源資源和需求呈明顯的逆向分布特征。東北、華北、西北等“三北”地區(qū)以及西南地區(qū)能源資源豐富,而負(fù)荷中心東南中部地區(qū)清潔能源資源有限,難以滿足中長(zhǎng)期發(fā)展需要,加強(qiáng)跨省區(qū)能源資源優(yōu)化配置意義重大?!笆濉逼陂g,南方電網(wǎng)西電東送電量達(dá)1.07萬(wàn)億千瓦時(shí),輸送清潔能源占比超過(guò)80%。其中,西電送廣東電量約占廣東全社會(huì)用電量三分之一,相當(dāng)于節(jié)約東部地區(qū)標(biāo)煤消耗2.71億噸、減少二氧化碳排放7.21億噸?!澳戏诫娋W(wǎng)公司將進(jìn)一步提升清潔能源資源優(yōu)化配置能力,大力推進(jìn)西電東送、北電南送,穩(wěn)妥推進(jìn)跨境互聯(lián),積極推動(dòng)跨省區(qū)輸電通道規(guī)劃建設(shè),引入?yún)^(qū)外電力補(bǔ)足區(qū)內(nèi)清潔能源發(fā)展缺口?!蹦戏诫娋W(wǎng)公司規(guī)劃部副總經(jīng)理陳旭說(shuō)。工作方案提出,爭(zhēng)取2025年前后新增清潔外電送入約1000萬(wàn)千瓦,2030年前再新增清潔外電送入約1000萬(wàn)千瓦,新增區(qū)外送電100%為清潔能源。
       同時(shí),大力推動(dòng)低碳新技術(shù)創(chuàng)新發(fā)展,服務(wù)構(gòu)建低碳新模式、新業(yè)態(tài)。例如,開(kāi)展“梯次利用動(dòng)力電池規(guī)?;こ虘?yīng)用關(guān)鍵技術(shù)研究”等國(guó)家重點(diǎn)研發(fā)計(jì)劃項(xiàng)目;建設(shè)廣東桂山海上風(fēng)電實(shí)驗(yàn)基地;組建技術(shù)攻關(guān)團(tuán)隊(duì),重點(diǎn)研究高比例可再生能源并網(wǎng)消納、遠(yuǎn)海風(fēng)電柔性直流輸電等技術(shù)。工作方案還提出加快建設(shè)南方區(qū)域統(tǒng)一電力市場(chǎng),完善“政府間協(xié)議+市場(chǎng)”的跨省區(qū)電力交易機(jī)制,推動(dòng)完善適應(yīng)低碳發(fā)展的價(jià)格機(jī)制,積極參與碳排放權(quán)交易市場(chǎng)建設(shè),服務(wù)構(gòu)建適應(yīng)低碳發(fā)展的體制機(jī)制。能源消費(fèi):加快“新電氣化”,提高電能消費(fèi)比重
在廣州,南沙小虎島氫電綜合調(diào)峰站項(xiàng)目正在加快建設(shè),該項(xiàng)目建成后,不但可以充分消納新能源進(jìn)行調(diào)峰發(fā)電,還可以為氫能汽車(chē)提供加氫服務(wù);在深圳,集變電站、數(shù)據(jù)中心、充電站為一體的“多站合一”項(xiàng)目正式投運(yùn),實(shí)現(xiàn)了資源共享發(fā)展;在廣西、云南、貴州,一批電煉鋼、電制茶、電烤煙、電釀酒等電能替代項(xiàng)目建成投產(chǎn)。
