2021年4月，發(fā)改委發(fā)布《2021年新能源上網(wǎng)電價(jià)政策相關(guān)事項(xiàng)的通知（征求意見稿）》，根據(jù)征求意見稿，2021年起新備案集中式光伏電站、工商業(yè)分布式光伏和新核準(zhǔn)陸上風(fēng)電項(xiàng)目，中央財(cái)政不再補(bǔ)貼。

各地區(qū)補(bǔ)貼分析
截止目前，浙江、江蘇、北京、陜西、廣東等省份的18個(gè)地區(qū)仍然給予分布式光伏補(bǔ)貼。先從整體來看，儲(chǔ)能補(bǔ)貼幅度大，浙江溫州市、江蘇蘇州工業(yè)園區(qū)、陜西西安市三個(gè)地方有分布式光儲(chǔ)補(bǔ)貼，其中溫州市光儲(chǔ)補(bǔ)貼0.9元/千瓦時(shí)，溫州泰順縣按照儲(chǔ)能能源一次性補(bǔ)貼100元/千瓦時(shí)，江蘇蘇州工業(yè)園區(qū)0.4/千瓦時(shí)，西安1.1元/千瓦時(shí)。鼓勵(lì)合同管理模式，南京江寧開發(fā)區(qū)，分布式光伏補(bǔ)貼標(biāo)準(zhǔn)0.1/千瓦時(shí)，采用合同能源管理模式補(bǔ)貼0.2元/千瓦時(shí)。北京西城區(qū)新能源、可再生能源開發(fā)利用及推廣項(xiàng)目，給予總投資額30%的補(bǔ)助；合同能源管理項(xiàng)目，在北京市政府補(bǔ)助基礎(chǔ)上給予市級(jí)補(bǔ)助資金50%的補(bǔ)助。廣東廣州市黃埔區(qū)、廣州開發(fā)區(qū)、廣州高新區(qū)采用合同能源管理模式建設(shè)分布式光伏發(fā)電項(xiàng)目應(yīng)用方（屋頂方）按照項(xiàng)目裝機(jī)容量給予一次性獎(jiǎng)勵(lì)0.2元/瓦。
