收藏:18個(gè)地區(qū)光伏發(fā)電國家政策補(bǔ)貼2021年,在標(biāo)準(zhǔn)完善、政策推動(dòng)、技術(shù)進(jìn)步、商業(yè)模式創(chuàng)新等多重因素帶動(dòng)下,戶用光伏從緩慢增長進(jìn)入快速爆發(fā)階段。2016年至2020年,戶用光伏新增裝機(jī)占比從0.9%提升至21%。2021年1-9月,我國戶用光伏新增裝機(jī)11.7GW ,在新增裝機(jī)中占比達(dá)到45.7%。

隨著行業(yè)從粗放發(fā)展步入規(guī)范化、規(guī)模化、產(chǎn)業(yè)化發(fā)展新階段,戶用光伏正成為助推“雙碳”目標(biāo)與鄉(xiāng)村振興的中堅(jiān)力量。

標(biāo)準(zhǔn)建設(shè)實(shí)現(xiàn)“全覆蓋”行業(yè)的快速發(fā)展離不開標(biāo)準(zhǔn)規(guī)范的引領(lǐng),無論是國家、地方層面還是行業(yè)協(xié)會(huì)和戶用企業(yè),都出臺(tái)了相關(guān)領(lǐng)域的標(biāo)準(zhǔn),實(shí)現(xiàn)了標(biāo)準(zhǔn)建設(shè)的“全覆蓋”。

2003年,國家出臺(tái)了《家用太陽能光伏電源系統(tǒng)技術(shù)條件和試驗(yàn)方法》,拉開了戶用分布式光伏標(biāo)準(zhǔn)化建設(shè)的序幕。隨著戶用光伏市場的發(fā)展,2016年,國家發(fā)布的《戶用分布式光伏發(fā)電并網(wǎng)接口技術(shù)規(guī)范》,為戶用光伏的并網(wǎng)接入提供了依據(jù)?!拔覀兒茉缇鸵庾R(shí)到管理和標(biāo)準(zhǔn)的不健全必將影響行業(yè)發(fā)展和民眾利益。為了促進(jìn)行業(yè)規(guī)范、有序發(fā)展,協(xié)會(huì)開始加快戶用光伏系統(tǒng)的標(biāo)準(zhǔn)體系建設(shè),完善戶用光伏市場環(huán)境?!?中國光伏行業(yè)協(xié)會(huì)戶用專委會(huì)秘書長劉譯陽表示。

2017年11月20日,中國光伏行業(yè)協(xié)會(huì)印發(fā)了2017年第二批光伏協(xié)會(huì)標(biāo)準(zhǔn)制修訂計(jì)劃,戶用光伏系統(tǒng)系列標(biāo)準(zhǔn)的立項(xiàng)和研制工作也正式啟動(dòng)。兩年后,協(xié)會(huì)批準(zhǔn)發(fā)布了10項(xiàng)戶用光伏并網(wǎng)發(fā)電系統(tǒng)系列標(biāo)準(zhǔn),使得戶用光伏系統(tǒng)建設(shè)真正做到有標(biāo)準(zhǔn)可依、有標(biāo)準(zhǔn)可循。與此同時(shí),各省市也在結(jié)合地方資源稟賦情況,制定針對性的地方標(biāo)準(zhǔn)。2018年,浙江出臺(tái)首個(gè)戶用光伏標(biāo)準(zhǔn)——《家用屋頂分布式光伏發(fā)電項(xiàng)目服務(wù)指南》,嚴(yán)格質(zhì)量標(biāo)準(zhǔn),規(guī)范服務(wù)流程,加強(qiáng)行業(yè)自律。目前,我國戶用光伏行業(yè)已經(jīng)建立了較為完善的標(biāo)準(zhǔn)化體系,覆蓋國家、行業(yè)、地方、團(tuán)體標(biāo)準(zhǔn),涉及產(chǎn)品、技術(shù)、設(shè)計(jì)、施工、運(yùn)維等多個(gè)方面,為行業(yè)規(guī)范發(fā)展提供了方向指引。

規(guī)范管理創(chuàng)造用戶價(jià)值。在參與行業(yè)標(biāo)準(zhǔn)化建設(shè)的同時(shí),不少戶用光伏品牌商將標(biāo)準(zhǔn)化與經(jīng)營管理有機(jī)結(jié)合,建立了一套行之有效的標(biāo)準(zhǔn)化管理體系,有力保障了電站的穩(wěn)定運(yùn)行和用戶利益。在加盟商管理方面,一些戶用企業(yè)在合作商評(píng)估遴選機(jī)制、合同管理和獎(jiǎng)懲考核、用戶調(diào)查回訪等方面提升精細(xì)化管理水平,建立幫扶、管理、服務(wù)三位一體的管控體系,用扎實(shí)的服務(wù)切實(shí)保護(hù)用戶利益。

在從業(yè)人員的培養(yǎng)方面,部分一線品牌商成立了專門的培訓(xùn)部門,建立了多層次、系統(tǒng)化的培訓(xùn)體系,“線上+線下”相結(jié)合,幫助從業(yè)人員從理論到實(shí)操快速掌握相關(guān)技能,為行業(yè)輸送專業(yè)化人才。在工程質(zhì)量管理方面,部分企業(yè)充分利用信息技術(shù)手段,實(shí)現(xiàn)了戶用電站從前期開發(fā)到設(shè)計(jì)、發(fā)貨、安裝、并網(wǎng)、驗(yàn)收的閉環(huán)管理和實(shí)時(shí)共享。并借助智能化運(yùn)維平臺(tái),對電站進(jìn)行實(shí)時(shí)監(jiān)控、故障排查、自動(dòng)派單、現(xiàn)場服務(wù)等全流程管理。隨著行業(yè)標(biāo)準(zhǔn)化水平不斷進(jìn)步,企業(yè)的規(guī)范發(fā)展意識(shí)不斷增強(qiáng),進(jìn)一步提升了戶用光伏市場的品牌化、專業(yè)化程度。在“碳達(dá)峰、碳中和”目標(biāo)與鄉(xiāng)村振興戰(zhàn)略的良性驅(qū)動(dòng)下,光伏新能源產(chǎn)業(yè)正步入發(fā)展快車道,我國戶用光伏產(chǎn)業(yè)已從起步階段的“微不足道”發(fā)展至如今的 “舉足輕重”,在規(guī)范有序中闊步前行,未來想象空間巨大。

附全國18個(gè)地區(qū)分布式光伏補(bǔ)貼政策,建議收藏:

1.浙江溫州,光儲(chǔ)補(bǔ)貼9毛/度

10月25日,浙江溫州市人民政府辦公室印發(fā)《溫州市制造業(yè)千企節(jié)能改造行動(dòng)方案(2021-2023》,推動(dòng)光伏項(xiàng)目參與電力市場交易。

對完成備案并接入市級(jí)分布式光伏數(shù)字化管理平臺(tái)的“自發(fā)自用、余量上網(wǎng)”的分布式光伏項(xiàng)目,按照實(shí)際發(fā)電量,給予0.1元/千瓦時(shí)的補(bǔ)貼。鼓勵(lì)儲(chǔ)能項(xiàng)目市場化運(yùn)行。對于實(shí)際投運(yùn)的分布式儲(chǔ)能項(xiàng)目,按照實(shí)際放電量給予儲(chǔ)能運(yùn)營主體0.8元/干瓦時(shí)的補(bǔ)貼,鼓勵(lì)各地加大對集中式儲(chǔ)能項(xiàng)目的支持。

2.浙江平湖,居民戶用光伏補(bǔ)貼1元/度

10月26日,浙江省平湖市人民政府發(fā)布關(guān)于公開征求《平湖市新一輪鼓勵(lì)光伏發(fā)電項(xiàng)目建設(shè)的若干意見(征求意見稿)》。

對工商業(yè)屋頂光伏發(fā)電項(xiàng)目,實(shí)行三年發(fā)電量補(bǔ)助,每年按實(shí)際發(fā)電量給予0.1元/千瓦時(shí)電價(jià)補(bǔ)助。

對學(xué)校、醫(yī)院、黨政機(jī)關(guān)和村(社區(qū))等公共建筑屋頂光伏發(fā)電項(xiàng)目,實(shí)行三年發(fā)電量補(bǔ)助,每年按實(shí)際發(fā)電量給予0.15元/千瓦時(shí)電價(jià)補(bǔ)助。

“農(nóng)光互補(bǔ)”光伏發(fā)電項(xiàng)目,實(shí)行三年發(fā)電量補(bǔ)助,每年按實(shí)際發(fā)電量給予0.2元/千瓦時(shí)電價(jià)補(bǔ)助。

對居民戶用屋頂光伏發(fā)電項(xiàng)目實(shí)行一次性裝機(jī)補(bǔ)助,按裝機(jī)容量1元/瓦補(bǔ)助。

3.浙江麗水,補(bǔ)貼0.6/度補(bǔ)貼逐年遞減

10月9日, 麗水市發(fā)展和改革委員會(huì)發(fā)布《麗水市人民政府關(guān)于加快推進(jìn)分布式光伏規(guī)?;_發(fā)的實(shí)施意見(征求意見稿)》。對市區(qū)(含蓮都區(qū)和麗水開發(fā)區(qū))2021年、2022年、2023年并網(wǎng)的戶用分布式光伏項(xiàng)目給予一次性建設(shè)補(bǔ)貼,補(bǔ)貼標(biāo)準(zhǔn)分別為0.60元/瓦、0.50元/瓦、0.40元/瓦;補(bǔ)貼資金由市財(cái)政、蓮都區(qū)或麗水開發(fā)區(qū)各承擔(dān)50%。市級(jí)各有關(guān)部門和各縣(市)政府要整合各類政策資源,研究出臺(tái)支持屋頂分布式光伏發(fā)展的扶持政策。

4.浙江寧波,補(bǔ)貼0.3元/度

2021年9月8日,寧波市住房和城鄉(xiāng)建設(shè)局印發(fā)《關(guān)于大力推進(jìn)建筑屋頂分布式 光伏發(fā)電系統(tǒng)應(yīng)用工作的若干意見》 (征求意見稿),提出:

由市級(jí)財(cái)政對2021年至2025年期間并網(wǎng)的建筑屋頂光伏項(xiàng)目按0.3元/千瓦時(shí)標(biāo)準(zhǔn)給予補(bǔ)貼,補(bǔ)貼時(shí)限為并網(wǎng)發(fā)電之后第二個(gè)完整抄表月起12個(gè)月。

2025年底,全市推進(jìn)屋頂分布式光伏發(fā)電建設(shè)工作,力爭30%以上的建筑屋頂設(shè)置分布式光伏發(fā)電系統(tǒng),90%以上新建建筑全面落實(shí)分布式光伏發(fā)電系統(tǒng),建筑領(lǐng)域分布式光伏裝機(jī)容量占全社會(huì)累計(jì)光伏并網(wǎng)容量超過3%。

5.浙江樂清,補(bǔ)貼0.2元/度逐年遞減

2021年4月21日,浙江省樂清市人民政府發(fā)布《關(guān)于調(diào)整全市居民分布式光伏發(fā)電項(xiàng)目市級(jí)財(cái)政補(bǔ)貼的通知》,提出:

對于2021年4月30日之前并網(wǎng)以及2020年8月1日之前并網(wǎng)的分布式光伏項(xiàng)目則繼續(xù)享受之前0.3元的補(bǔ)貼;5月1日之后并網(wǎng)的分布式光伏發(fā)電項(xiàng)目補(bǔ)貼調(diào)整至0.2元/度;2022年1月1日之后并網(wǎng)的分布式光伏發(fā)電項(xiàng)目補(bǔ)貼調(diào)整至0.1元/度。

2021年5月1日之后并網(wǎng)的居民分布式光伏發(fā)電項(xiàng)目,符合相關(guān)規(guī)定要求的,樂清市級(jí)財(cái)政補(bǔ)貼調(diào)整至每千瓦時(shí)0.2元,有效期至2021年12月31日止。對2022年1月1日之后并網(wǎng)的居民分布式光伏發(fā)電項(xiàng)目,符合相關(guān)規(guī)定要求的,樂清市級(jí)財(cái)政補(bǔ)貼調(diào)整至每千瓦時(shí)0.1元,有效期至2022年12月31日止。2023年1月1日起取消樂清市級(jí)財(cái)政補(bǔ)貼。

6.江蘇南京

2021年3月16日,南京市城鄉(xiāng)建設(shè)委員會(huì)與南京市財(cái)政局聯(lián)合印發(fā)關(guān)于印發(fā)《南京市綠色建筑示范項(xiàng)目管理辦法》的通知,就進(jìn)一步推動(dòng)南京市綠色建筑高質(zhì)量發(fā)展出臺(tái)相關(guān)政策。

綠色建筑示范項(xiàng)目給予一次性資金補(bǔ)助,同時(shí)不高于合同價(jià)的50%。

綠色建筑單體示范項(xiàng)目按照建筑面積予以補(bǔ)助,二星級(jí)示范項(xiàng)目補(bǔ)助標(biāo)準(zhǔn)為20元/㎡,最高不超過30萬元。三星級(jí)示范項(xiàng)目補(bǔ)助標(biāo)準(zhǔn)為30元/㎡,最高不超過50萬元;綠色建筑片區(qū)集成示范及綠色小鎮(zhèn)項(xiàng)目根據(jù)規(guī)模和技術(shù)應(yīng)用水平由專家評(píng)審決定,補(bǔ)助金額最高不超過300萬元。

新建淺層地能(地源熱泵、水源熱泵、可再生能源區(qū)域能源站)示范項(xiàng)目按照示范面積不超過50元/㎡予以補(bǔ)助。

太陽能光伏項(xiàng)目按照不超過500元/kW予以補(bǔ)助。原則上單個(gè)可再生能源建筑應(yīng)用示范項(xiàng)目補(bǔ)助金額最高不超過200萬元。年進(jìn)行補(bǔ)助。

7.浙江江寧開發(fā)區(qū),鼓勵(lì)合同管理模式補(bǔ)貼0.2/度

9月,江寧開發(fā)區(qū)制定并發(fā)布《江寧經(jīng)濟(jì)技術(shù)開發(fā)區(qū)促進(jìn)綠色發(fā)展暫行辦法》,對新建分布式光伏發(fā)電的項(xiàng)目投資方按照發(fā)電量給予補(bǔ)貼,補(bǔ)貼標(biāo)準(zhǔn)為0.1元/千瓦時(shí),單個(gè)項(xiàng)目最高享受補(bǔ)貼時(shí)間為3年,補(bǔ)貼時(shí)間范圍在本辦法有效期內(nèi)。由項(xiàng)目投資方于項(xiàng)目并網(wǎng)后在線持續(xù)運(yùn)行6個(gè)月以上后提出申請。

對采用合同能源管理模式新建分布式光伏發(fā)電項(xiàng)目應(yīng)用方(屋頂方)按照項(xiàng)目裝機(jī)容量給予一次性補(bǔ)貼,補(bǔ)貼標(biāo)準(zhǔn)為0.2元/瓦。單個(gè)項(xiàng)目最高補(bǔ)貼100萬元。由應(yīng)用方(屋頂方)于項(xiàng)目并網(wǎng)后在線持續(xù)運(yùn)行6個(gè)月以上后提出申請。

8.江蘇蘇州工業(yè)園區(qū),光儲(chǔ)補(bǔ)貼0.4/度

在蘇州工業(yè)園區(qū)內(nèi),對于備案實(shí)施且已并網(wǎng)投運(yùn),接入園區(qū)低碳能源公共服務(wù)平臺(tái)的項(xiàng)目,補(bǔ)貼3年:分布式光伏按自投運(yùn)后的發(fā)電量進(jìn)行補(bǔ)貼0.1元/千瓦時(shí)。儲(chǔ)能項(xiàng)目按自投運(yùn)后的發(fā)電量(放電量)進(jìn)行補(bǔ)貼0.3元/千瓦時(shí)。該補(bǔ)貼有效期至2021年12月31日。

9.北京,光伏建筑一體化應(yīng)用補(bǔ)貼0.4/度

2020年11月18日,北京市發(fā)改委下發(fā)《關(guān)于進(jìn)一步支持光伏發(fā)電系統(tǒng)推廣應(yīng)用的通知》,提出:

北京市將實(shí)施六大陽光工程:1)陽光惠民工程、2)陽光園區(qū)工程、3)陽光商業(yè)工程、4)陽光鄉(xiāng)村工程、5)陽光基礎(chǔ)設(shè)施工程、6)陽光公共機(jī)構(gòu)工程。

對于本市行政區(qū)域范圍內(nèi)已完成備案,并于2020年1月1日至2021年12月31日期間采用“自發(fā)自用為主,余量上網(wǎng)”模式并網(wǎng)發(fā)電的分布式光伏發(fā)電項(xiàng)目,市級(jí)財(cái)政按項(xiàng)目實(shí)際發(fā)電量給予補(bǔ)貼,每個(gè)項(xiàng)目的補(bǔ)貼期限為5年,補(bǔ)貼對象為法人單位或個(gè)人。

1)一般工商業(yè)電價(jià)、大工業(yè)電價(jià)或農(nóng)業(yè)生產(chǎn)電價(jià)的項(xiàng)目補(bǔ)貼標(biāo)準(zhǔn)為每千瓦時(shí)0.3元(含稅)。

2)個(gè)人利用自有產(chǎn)權(quán)住宅建設(shè)的戶用光伏發(fā)電項(xiàng)目補(bǔ)貼標(biāo)準(zhǔn)為每千瓦時(shí)0.3元(含稅)。

3)學(xué)校、社會(huì)福利場所以及全部實(shí)現(xiàn)光伏建筑一體化應(yīng)用(光伏組件作為建筑構(gòu)件)的項(xiàng)目等補(bǔ)貼標(biāo)準(zhǔn)為每千瓦時(shí)0.4元(含稅)。

光伏建筑一體化應(yīng)用(光伏組件作為建筑構(gòu)件)的項(xiàng)目,補(bǔ)貼標(biāo)準(zhǔn)為每千瓦時(shí)0.4元(含稅)。屬于三星級(jí)綠色建筑運(yùn)行標(biāo)識(shí)項(xiàng)目,每個(gè)項(xiàng)目的補(bǔ)貼期限為3年,標(biāo)準(zhǔn)為80元/平方米。屬于二星級(jí)綠色建筑運(yùn)行標(biāo)識(shí)項(xiàng)目,每個(gè)項(xiàng)目的補(bǔ)貼期限為3年,標(biāo)準(zhǔn)為50元/平方米。

10.北京順義區(qū),按照市級(jí)補(bǔ)貼標(biāo)準(zhǔn) 1:1 比例進(jìn)行補(bǔ)貼

2021年5月18日,北京市順義區(qū)發(fā)改委下發(fā)《關(guān)于印發(fā)進(jìn)一步支持光伏發(fā)電系統(tǒng)推廣應(yīng)用的通知》,在北京市的補(bǔ)貼上,區(qū)級(jí)按照市級(jí)補(bǔ)貼標(biāo)準(zhǔn) 1:1 比例進(jìn)行補(bǔ)貼,補(bǔ)貼期限為 5 年。

補(bǔ)貼情況:

一是鼓勵(lì)市區(qū)兩級(jí)政府固定資產(chǎn)投資支持的新建或改擴(kuò)建項(xiàng)目優(yōu)先采用分布式光伏發(fā)電系統(tǒng)。鼓勵(lì)采用合同能源管理方式,由市場主體投資建設(shè)運(yùn)營,并按政策享受補(bǔ)貼。

二是適用一般工商業(yè)電價(jià)、大工業(yè)電價(jià)或農(nóng)業(yè)生產(chǎn)電價(jià)的項(xiàng)目,及個(gè)人利用自有產(chǎn)權(quán)宅基地建設(shè)的戶用光伏發(fā)電項(xiàng)目,補(bǔ)貼標(biāo)準(zhǔn)為每千瓦時(shí)0.3元(含稅)。

三是學(xué)校、社會(huì)福利場所等執(zhí)行居民電價(jià)的非居民用戶項(xiàng)目,補(bǔ)貼標(biāo)準(zhǔn)提高至每千瓦時(shí)0.4元(含稅)。

四是對全部實(shí)現(xiàn)光伏建筑一體化應(yīng)用(光伏組件作為建筑構(gòu)件)的項(xiàng)目,補(bǔ)貼標(biāo)準(zhǔn)提高至每千瓦時(shí)0.4元(含稅)。

11.北京西城區(qū),鼓勵(lì)合同能源管理

2021年1月15日,北京市西城區(qū)發(fā)改委下發(fā)《北京市西城區(qū)支持鼓勵(lì)節(jié)能降耗管理辦法》(修訂)的通知,提出:

節(jié)能資金支持方式分為補(bǔ)助和直接獎(jiǎng)勵(lì)。項(xiàng)目申報(bào)單位可根據(jù)項(xiàng)目具體情況自愿申報(bào)資金支持方式,同一項(xiàng)目只能申請一種方式。補(bǔ)貼有效期至2025年12月31日。新能源、可再生能源開發(fā)利用及推廣項(xiàng)目,給予總投資額30%的補(bǔ)助;

合同能源管理項(xiàng)目,在北京市政府補(bǔ)助基礎(chǔ)上給予市級(jí)補(bǔ)助資金50%的補(bǔ)助;

通過國家綠色建筑運(yùn)行三星、二星認(rèn)證標(biāo)識(shí)的建筑,在享受國家、市級(jí)獎(jiǎng)勵(lì)的同時(shí),分別一次性給予30萬元、20萬元的獎(jiǎng)勵(lì)。

12.北京經(jīng)開區(qū),光伏建筑一體化應(yīng)用補(bǔ)貼0.4元/度

2021年8月23日,北京經(jīng)濟(jì)技術(shù)開發(fā)區(qū)管理委員會(huì)下發(fā)文件《北京經(jīng)濟(jì)技術(shù)開發(fā)區(qū)2021年度綠色發(fā)展資金支持政策(征求意見稿)》,擬對15類綠色低碳項(xiàng)目給予政策性資金支持。其中,分布式光伏項(xiàng)目擬在北京市級(jí)資金補(bǔ)助的基礎(chǔ)上,經(jīng)開區(qū)按照1:1配套獎(jiǎng)勵(lì)。補(bǔ)貼期限為 1年。

分布式光伏項(xiàng)目的獎(jiǎng)勵(lì)標(biāo)準(zhǔn)為:

常規(guī)類項(xiàng)目,一般工商業(yè)電價(jià)、大工業(yè)電價(jià)或農(nóng)業(yè)電價(jià)的項(xiàng)目補(bǔ)貼標(biāo)準(zhǔn)為每千瓦時(shí)0.3元(含稅);

學(xué)校、社會(huì)福利場所等執(zhí)行居民電價(jià)的非居民用戶項(xiàng)目補(bǔ)貼標(biāo)準(zhǔn)為每千瓦時(shí)0.4元(含稅)高端應(yīng)用,全部實(shí)現(xiàn)光伏建筑一體化應(yīng)用(光伏組件為建筑構(gòu)件)的項(xiàng)目,補(bǔ)貼標(biāo)準(zhǔn)為每千瓦時(shí)0.4元(含稅)。

獎(jiǎng)勵(lì)計(jì)算周期為1年,項(xiàng)目投資方和場地產(chǎn)權(quán)方各50%,且每個(gè)項(xiàng)目的區(qū)級(jí)配套獎(jiǎng)勵(lì)資金與北京市獎(jiǎng)勵(lì)資金合計(jì)不超過該項(xiàng)目總投資額的50%。

13.上海,學(xué)校光伏補(bǔ)貼0.36元/度

2020年6月2日,上海市發(fā)改委、財(cái)政局聯(lián)合下發(fā)《上海市可再生能源和新能源發(fā)展專項(xiàng)資金扶持辦法(2020版)》提出:

在市節(jié)能減排專項(xiàng)資金中安排資金用于扶持2019年-2021年投產(chǎn)發(fā)電的可再生能源項(xiàng)目發(fā)展。其中:

2019年光伏電站獎(jiǎng)勵(lì)標(biāo)準(zhǔn)為0.3元/千瓦時(shí),分布式光伏(含戶用光伏)獎(jiǎng)勵(lì)標(biāo)準(zhǔn)為0.15元/千瓦時(shí)(學(xué)校光伏為0.36元/千瓦時(shí))。

14.上海浦東區(qū)

2021年7月19日,上海市浦東新區(qū)發(fā)改委下發(fā)《關(guān)于開展2021年浦東新區(qū)分布式光伏發(fā)電專項(xiàng)資金項(xiàng)目申報(bào)工作的通知》,提出:

2020年7月1日至2021年7月31日期間,在新區(qū)范圍內(nèi)投資建成的單個(gè)裝機(jī)容量不低于1兆瓦(MW)的分布式光伏發(fā)電項(xiàng)目。項(xiàng)目補(bǔ)助標(biāo)準(zhǔn),給予項(xiàng)目投資主體項(xiàng)目固定資產(chǎn)投資額(光伏相關(guān)部分投資總額)20%的一次性補(bǔ)貼。單個(gè)項(xiàng)目補(bǔ)貼總額不超過500萬元。

15.陜西西安,光儲(chǔ)補(bǔ)貼1.1元/度

2020年12月25日,西安市工信局發(fā)布《關(guān)于向社會(huì)公開征求<關(guān)于進(jìn)一步促進(jìn)光伏產(chǎn)業(yè)持續(xù)健康發(fā)展的意見(征求意見稿)>修改意見的通告》,提出:

1)對新進(jìn)入工信部《光伏制造行業(yè)規(guī)范條件》公告的企業(yè),一次性獎(jiǎng)勵(lì)50萬元。

2)對2021年1月1日至2023年12月31日期間建成并網(wǎng)且符合國家和行業(yè)標(biāo)準(zhǔn)的分布式光伏項(xiàng)目,自并網(wǎng)次月起給予投資人0.1元/千瓦時(shí)補(bǔ)貼,連續(xù)補(bǔ)貼5年。

3)對2021年1月1日至2023年12月31日期間建成運(yùn)行的光伏儲(chǔ)能系統(tǒng),自項(xiàng)目投運(yùn)次月起對儲(chǔ)能系統(tǒng)按實(shí)際充電量給予投資人1元/千瓦時(shí)補(bǔ)貼,同一項(xiàng)目年度補(bǔ)貼最高不超過50萬元。

16.廣東廣州黃埔區(qū)/開發(fā)區(qū)/高新區(qū)

2021年5月12日,廣州市黃埔區(qū)、開發(fā)區(qū)、高新區(qū)發(fā)改局聯(lián)合下發(fā)《廣州市黃埔區(qū) 廣州開發(fā)區(qū) 廣州高新區(qū)促進(jìn)綠色低碳發(fā)展辦法》。

對分布式光伏發(fā)電的投資方按照發(fā)電量給予補(bǔ)貼:

應(yīng)用方(屋頂方)為非公共機(jī)構(gòu)的:補(bǔ)貼標(biāo)準(zhǔn)為0.15元/千瓦時(shí);

應(yīng)用方(屋頂方)為公共機(jī)構(gòu)的:補(bǔ)貼標(biāo)準(zhǔn)為0.3元/千瓦時(shí)。

2020年計(jì)起,單個(gè)項(xiàng)目最高享受補(bǔ)貼時(shí)間為6年。補(bǔ)貼時(shí)間范圍為2020-2025年。

對采用合同能源管理模式建設(shè)分布式光伏發(fā)電項(xiàng)目應(yīng)用方(屋頂方)按照項(xiàng)目裝機(jī)容量給予一次性獎(jiǎng)勵(lì),獎(jiǎng)勵(lì)標(biāo)準(zhǔn)為0.2元/瓦。單個(gè)項(xiàng)目最高獎(jiǎng)勵(lì)金額為200萬元。

17.廣東深圳市,補(bǔ)貼0.3元/度

2021年8月28日,深圳市發(fā)改委就《關(guān)于大力推進(jìn)分布式光伏發(fā)電的若干措施(征求意見稿)》和《深圳市分布式光伏發(fā)電財(cái)政補(bǔ)貼政策實(shí)施細(xì)則(征求意見稿)》征求意見。文件提出:力爭“十四五”期間深圳市全市新增光伏裝機(jī)容量達(dá)到500萬千瓦。深圳市行政區(qū)域范圍內(nèi)已完成報(bào)批流程,并于《若干措施》印發(fā)之日至2026年12月31日期間建成并網(wǎng)光伏項(xiàng)目納入補(bǔ)貼范圍。市級(jí)財(cái)政按項(xiàng)目并網(wǎng)之日至2026年12月31日期間實(shí)際發(fā)電量給予補(bǔ)貼,補(bǔ)貼標(biāo)準(zhǔn)為0.3元/千瓦時(shí)。該政策有效期至2026年12月31日。

18.廣東東莞

5月31日,東莞市發(fā)展和改革局發(fā)布關(guān)于繼續(xù)施行《東莞市發(fā)展和改革局分布式光伏發(fā)電項(xiàng)目資金管理辦法》公開征求意見的公告。

專項(xiàng)資金的補(bǔ)助方式為事后補(bǔ)助,補(bǔ)助標(biāo)準(zhǔn)如下:(一)對建設(shè)分布式光伏發(fā)電項(xiàng)目的各類型建筑和構(gòu)筑物業(yè)主,按裝機(jī)容量18萬元/兆瓦進(jìn)行裝機(jī)補(bǔ)助,單個(gè)項(xiàng)目補(bǔ)助最高不超過144萬元,補(bǔ)助平均分四個(gè)財(cái)政年度撥付。(二)對機(jī)關(guān)事業(yè)單位、工廠、交通站場、商業(yè)、學(xué)校、醫(yī)院、社區(qū)、農(nóng)業(yè)大棚等非自有住宅建設(shè)企業(yè)分布式光伏發(fā)電項(xiàng)目的各類投資者,按實(shí)際發(fā)電量補(bǔ)助0.1元/千瓦時(shí),補(bǔ)助時(shí)間自補(bǔ)助申請批準(zhǔn)后的次月起,連續(xù)5年進(jìn)行補(bǔ)助。(三)對利用自有住宅及在自有住宅區(qū)域內(nèi)建設(shè)的居民分布式光伏發(fā)電項(xiàng)目的自然人投資者,按實(shí)際發(fā)電量補(bǔ)助0.3元/千瓦時(shí),補(bǔ)助時(shí)間自補(bǔ)助申請批準(zhǔn)后的次月起,連續(xù)5年進(jìn)行補(bǔ)助。


In 2021, driven by multiple factors such as standard improvement, policy promotion, technological progress and business model innovation, household photovoltaic has entered a rapid outbreak stage from slow growth.   From 2016 to 2020, the proportion of newly installed photovoltaic units in households increased from 0.9% to 21%.   From January to September 2021, 11.7GW of photovoltaic installed capacity was added, accounting for 45.7% of the total installed capacity.  

 

As the industry has stepped into a new stage of standardized, large-scale and industrialized development from extensive development, household photovoltaic is becoming a key force in boosting the goal of "dual carbon" and rural revitalization.  

 

The rapid development of the industry cannot be separated from the guidance of standards and specifications. No matter at the national and local levels, industry associations and household enterprises have issued standards in related fields, realizing the "full coverage" of standard construction.  

 

In 2003, the state issued the Technical Conditions and Test Methods for Household Solar Photovoltaic Power Supply System, which opened the prelude to the standardized construction of household distributed photovoltaic.   With the development of the household PHOTOVOLTAIC market, in 2016, the State issued the Technical Specification for Grid-connected Interface of Household Distributed Photovoltaic Power Generation, which provides a basis for the grid-connected access of household photovoltaic.  "We have long recognised that inadequate regulation and standards will affect the industry and the public.  In order to promote the standardized and orderly development of the industry, the association began to accelerate the construction of a standard system for household photovoltaic systems and improve the market environment for household photovoltaic."   China Photovoltaic Industry Association household special committee secretary General Liu Yiyang said.  

 

On November 20, 2017, China Photovoltaic Industry Association issued the second batch of 2017 photovoltaic association standard revision plan, and the project approval and development of household photovoltaic system standards were also officially launched.   Two years later, the Association approved and issued 10 series of standards for household photovoltaic grid-connected power generation system, making the construction of household photovoltaic system truly have standards to follow and follow. At the same time, provinces and cities are also developing targeted local standards based on local resource endowments.   In 2018, Zhejiang issued the first household PHOTOVOLTAIC standard -- "Household Roof Distributed Photovoltaic Power Generation Project Service Guide", strict quality standards, standardize service process, strengthen industry self-discipline.  At present, China's household photovoltaic industry has established a relatively perfect standardization system, covering national, industrial, local and group standards, involving products, technology, design, construction, operation and maintenance and other aspects, providing direction for the development of industry norms.  

 

Standardize management to create user value.  While participating in the standardization construction of the industry, many household PHOTOVOLTAIC brands have organically combined standardization with operation and management, established a set of effective standardized management system, and effectively guaranteed the stable operation of the power station and the interests of users.  In terms of franchisee management, some household enterprises improve the refined management level in the evaluation and selection mechanism of partners, contract management and reward and punishment assessment, user survey and return visit and other aspects, establish a trinity control system of help, management and service, and effectively protect users' interests with solid services.  

 

In terms of employee training, some first-line brand companies have set up special training departments and established multi-level and systematic training systems. The combination of "online + offline" helps employees quickly master relevant skills from theory to practice, and provides professional talents for the industry.   In terms of engineering quality management, some enterprises make full use of information technology to realize closed-loop management and real-time sharing of household power stations from early development to design, delivery, installation, grid connection and acceptance.  With the help of the intelligent operation and maintenance platform, the whole process management of the power station, such as real-time monitoring, troubleshooting, automatic ordering, on-site service, etc.  With the continuous progress of the standardization level of the industry, the enterprise's awareness of standardized development has been constantly enhanced, and the brand and specialization of the household photovoltaic market has been further enhanced.   Driven by the goal of "carbon peak and carbon neutrality" and the rural revitalization strategy, the photovoltaic new energy industry is stepping into the fast track of development. China's household photovoltaic industry has developed from "insignificant" in the initial stage to "decisive" now. It is striding forward in a standardized and orderly way and has a huge space for imagination in the future.  

Attached to 18 regions of the country distributed photovoltaic subsidy policies, recommended collection:  

 

1. Wenzhou, Zhejiang, light storage subsidy 9 yuan/KWH  

 

On October 25, the Office of wenzhou Municipal People's Government in Zhejiang province issued the Energy Conservation And Transformation Action Plan for 1,000 Manufacturing Enterprises in Wenzhou (2021-2023), promoting photovoltaic projects to participate in the electricity market transaction.  

 

For distributed photovoltaic projects that have completed filing and are connected to the municipal distributed photovoltaic digital management platform for "self-use and surplus Internet access", a subsidy of 0.1 yuan/KWH will be given according to the actual generating capacity.   We will encourage market-oriented operation of energy storage projects.  For distributed energy storage projects actually put into operation, energy storage operators will be given a subsidy of 0.8 yuan/KWH according to the actual discharged electricity, and local governments are encouraged to increase support for centralized energy storage projects.  

 

2. Zhejiang Pinghu, residential photovoltaic subsidy 1 yuan/KWH  

 

On October 26, the People's Government of Pinghu City, Zhejiang Province, issued a public solicitation for several opinions on the new round of Encouraging the construction of photovoltaic power generation projects in Pinghu City.  

 

For industrial and commercial rooftop photovoltaic power generation projects, the implementation of three years of electricity generation subsidy, according to the actual generation of 0.1 yuan/KWH electricity price subsidy.  

 

For schools, hospitals, party and government organs, villages (communities) and other public buildings rooftop PV power generation projects, the implementation of three years of electricity generation subsidy, according to the actual generation of 0.15 yuan/KWH electricity price subsidy.  

 

For the "agro-light complementary" photovoltaic power generation project, the electricity generation subsidy will be implemented for three years, and the electricity price subsidy will be 0.2 yuan/KWH per year based on the actual electricity generation.  

 

A one-time installation subsidy of 1 yuan/watt is implemented for residential rooftop PHOTOVOLTAIC power generation projects based on installed capacity.  

 

3. In Lishui, Zhejiang, the subsidy of 0.6 per degree decreases year by year  

 

On October 9, Lishui Municipal Development and Reform Commission released the "Lishui Municipal People's Government's Implementation Opinions on Accelerating the large-scale development of distributed photovoltaic (Draft)".   One-time construction subsidies will be given to urban areas (including Liandu District and Lishui Development Zone) for household distributed photovoltaic projects connected to the grid in 2021, 2022 and 2023, with the subsidy standard of 0.60 yuan/watt, 0.50 yuan/watt and 0.40 yuan/watt respectively.  The subsidy funds shall be 50% each by the municipal finance, Liandu District or Lishui Development Zone.  Municipal departments and county (city) governments should integrate all kinds of policy resources to study and introduce supportive policies to support the development of rooftop distributed pv.  

 

4. Ningbo, Zhejiang province, 0.3 yuan/degree subsidy  

 

On September 8, 2021, Ningbo Municipal Bureau of Housing and Urban-Rural Development issued Several Opinions on Vigorously Promoting the Application of Distributed Photovoltaic Power Generation System on Building Roofs (draft for Comments), proposing:  

 

The municipal finance will provide subsidies of 0.3 yuan/KWH for rooftop pv projects connected to the grid from 2021 to 2025, and the subsidy duration is 12 months from the second complete meter reading month after the grid power generation.  

 

By the end of 2025, the city will promote the construction of rooftop distributed photovoltaic power generation, and strive to install distributed photovoltaic power generation system on the roofs of more than 30% of buildings, fully implement distributed photovoltaic power generation system on the roofs of more than 90% of new buildings, and the installed capacity of distributed photovoltaic power generation system in the construction field accounts for more than 3% of the total photovoltaic grid-connected capacity of the whole society.  

 

5. Zhejiang Yueqing, the subsidy of 0.2 yuan/degree decreases year by year  

 

On April 21, 2021, the People's Government of Yueqing City, Zhejiang Province issued a Notice on the Adjustment of municipal financial Subsidies for Residential Distributed Photovoltaic Power Generation Projects, stating that:  

 

For distributed photovoltaic projects connected to the grid before April 30, 2021 and before August 1, 2020, they will continue to enjoy the previous subsidy of 0.3 yuan;   Subsidies for distributed photovoltaic power generation projects connected to the grid after May 1 will be adjusted to 0.2 yuan/KWH;  Subsidies for distributed photovoltaic power generation projects connected to the grid after January 1, 2022 will be adjusted to 0.1 yuan/KWH.  

 

For residential distributed photovoltaic power generation projects that are connected to the grid after May 1, 2021, if they meet the requirements of relevant regulations, the fiscal subsidy of Yueqing will be adjusted to 0.2 yuan per KWH, and the subsidy will be valid until December 31, 2021.   For residential distributed photovoltaic power generation projects that are connected to the grid after January 1, 2022 and meet the requirements of relevant regulations, the fiscal subsidy of Yueqing city will be adjusted to 0.1 yuan per KWH, and the period of validity will end on December 31, 2022.  Yueqing municipal financial subsidies will be cancelled from January 1, 2023.  

 

Nanjing, Jiangsu Province  

 

On March 16, 2021, Nanjing Urban and Rural Construction Commission and Nanjing Finance Bureau jointly issued the Notice on printing and distributing nanjing Green Building Demonstration Project Management Measures, and issued relevant policies to further promote the high-quality development of green building in Nanjing.  

 

Green building demonstration projects will be given a one-time financial subsidy, at the same time not more than 50% of the contract price.  

 

Green building single demonstration project will be subsidized according to the floor area, the subsidy standard for two-star demonstration project is 20 yuan /㎡, and the maximum is not more than 300,000 yuan.   Three-star demonstration project subsidy standard is 30 yuan /㎡, the maximum is not more than 500,000 yuan;   The project of integrated demonstration of green building area and green town shall be evaluated and decided by experts according to the scale and technical application level, and the subsidy amount shall not exceed RMB 3 million.  

 

New shallow ground energy (ground source heat pump, water source heat pump, renewable energy regional energy station) demonstration projects shall be subsidized according to the demonstration area of no more than 50 yuan /㎡.  

 

Solar photovoltaic projects shall be subsidized not more than 500 yuan /kW.  In principle, the maximum subsidy for a single renewable energy building application demonstration project shall not exceed 2 million yuan.  Year for subsidies.  

7. Zhejiang Jiangning Development Zone, 0.2/ degree subsidy for contract management mode is encouraged

The application party (rooftop party) of newly built distributed photovoltaic power generation project under the contract energy management mode will be given a one-time subsidy of 0.2 yuan/watt according to the installed capacity of the project.   The maximum subsidy for a single project is 1 million yuan.  The application shall be submitted by the application party (roof Party) after the project has been running online for more than 6 months after the project is connected to the network.  

 

8. Jiangsu Suzhou Industrial Park, light storage subsidy 0.4/ KWH  

 

In Suzhou Industrial Park, for the projects that have been put into operation and connected to the grid and connected to the public service platform of low-carbon energy in the park, the subsidy will be provided for 3 years: the subsidy for distributed pv is 0.1 yuan/KWH according to the electricity generation after the project is put into operation.   The energy storage project will be subsidized 0.3 yuan/KWH according to the power generation (discharged power) after it is put into operation.  The subsidy is valid until December 31, 2021.  

 

9. Beijing, pv building integrated application subsidy 0.4/ KWH  

 

On November 18, 2020, Beijing Municipal Development and Reform Commission issued a Notice on Further Supporting the Promotion and Application of PHOTOVOLTAIC Power Generation System, proposing:  

 

Beijing will implement six major sunshine projects: 1) Sunshine benefit project, 2) Sunshine park Project, 3) Sunshine commercial project, 4) Sunshine village project, 5) Sunshine infrastructure project, 6) Sunshine public institution project.  

 

For municipal administrative area has been completed for the record, and in 2020 January 1 to December 31, 2021, during the "spontaneous for private use is given priority to, allowance for Internet access" model distributed photovoltaic grid-connected power generation project, the municipal finance according to the project actual power subsidies, subsidies each project deadline for five years, the object of subsidies for legal person units or individuals.  

 

1) The project subsidy standard of general industrial and commercial electricity price, large industrial electricity price or agricultural production electricity price is 0.3 yuan per kilowatt hour (including tax).  

 

2) The subsidy standard for household PHOTOVOLTAIC power generation projects built by individuals using their own property right houses is 0.3 yuan per KWH (including tax).  

 

3) The subsidy standard for schools, social welfare places and all projects that realize integrated application of PHOTOVOLTAIC buildings (photovoltaic modules as building components) is 0.4 yuan per KWH (tax included).  

 

For projects of integrated application of photovoltaic building (photovoltaic modules as building components), the subsidy standard is 0.4 yuan (including tax) per kilowatt hour.   It is a three-star green building operation identification project, and the subsidy period for each project is 3 years, and the standard is 80 yuan/square meter.   It is a two-star green building operation identification project, and the subsidy period for each project is 3 years, and the standard is 50 yuan/square meter.  

 

10. Shunyi District of Beijing will provide subsidies in a 1:1 ratio according to the municipal subsidy standard  

 

On May 18, 2021, Beijing Shunyi District Development and Reform Commission issued the Notice on Printing and Distributing Further Support for the Promotion and Application of PHOTOVOLTAIC Power Generation System. In terms of subsidies in Beijing, the district level will be subsidized in a 1:1 ratio according to the municipal subsidy standard, and the subsidy period will be 5 years.  

 

Subsidies:  

 

One is to encourage new or renovation and expansion projects supported by fixed asset investment from the urban and municipal governments to give priority to the use of distributed photovoltaic power generation system.   Encourage the use of contract energy management, by market entities investment construction and operation, and enjoy subsidies according to the policy.  

 

Second, the application of general industrial and commercial electricity price, large industrial electricity price or agricultural production electricity price projects, and individual use of their own property rights homestead construction of household photovoltaic power generation projects, the subsidy standard is 0.3 yuan per kilowatt hour (including tax).  

 

Third, schools, social welfare facilities and other non-resident user projects that implement the residential electricity price will be subsidized 0.4 yuan per kilowatt hour (tax included).  

 

Fourth, the subsidy standard will be raised to 0.4 yuan per KWH (tax included) for all projects that realize integrated application of photovoltaic buildings (photovoltaic modules as building components).  

 

11. Beijing Xicheng District, encourage contracted energy management  

 

On January 15, 2021, The Xicheng District Development and Reform Commission of Beijing issued the Notice of "Management Measures for Supporting and Encouraging Energy Saving and Consumption Reduction in Beijing Xicheng District" (Amendment), proposing:  

 

Energy saving funds are supported by subsidies and direct rewards.   Project applicants can voluntarily declare the method of financial support according to the specific situation of the project, and only one method can be applied for the same project.   The subsidy is valid until December 31, 2025.  30% of the total investment will be subsidized for new and renewable energy development, utilization and promotion projects;  

 

For energy management contract projects, 50% of the municipal subsidy will be given based on the subsidy from Beijing Municipal government;  

 

Buildings that pass the national green building certification of three stars and two stars will be awarded 300,000 yuan and 200,000 yuan respectively while enjoying the national and municipal awards.  

12. In Beijing Economic development Zone, the integrated application subsidy of photovoltaic buildings is 0.4 yuan/KWH  

 

On August 23, 2021, the Management Committee of Beijing Economic and Technological Development Zone (BEDDA) issued the Policy on 2021 Fund Support for Green Development in Beijing Economic and Technological Development Zone (Draft), which plans to provide policy fund support for 15 types of green and low-carbon projects.   Among them, the distributed photovoltaic project will be based on the capital subsidy of Beijing city, and will be rewarded in accordance with 1:1 matching by the development zone.   The subsidy lasts for one year.  

 

The award criteria for distributed pv projects are:  

 

For conventional projects, the project subsidy standard of general industrial and commercial electricity price, large industrial electricity price or agricultural electricity price is 0.3 yuan per kilowatt hour (including tax);  

 

The subsidy standard for non-resident users of schools, social welfare places and other projects that implement the residential electricity price is 0.4 yuan per KWH (tax included) for high-end applications, and 0.4 yuan per KWH (tax included) for projects that realize the integrated application of photovoltaic buildings (photovoltaic modules are building components).  

 

The incentive calculation cycle is one year, with 50% of the project investor and 50% of the site property right party, and the combined amount of the district-level supporting incentive fund and Beijing Municipal incentive fund for each project shall not exceed 50% of the total investment amount of the project.  

 

13. In Shanghai, school pv subsidy is 0.36 yuan/KWH  

 

On June 2, 2020, Shanghai Municipal Development and Reform Commission and Finance Bureau jointly issued the "Shanghai Renewable Energy and New Energy Development Special Fund Support Measures (2020 Version)" and proposed:  

 

Funds will be allocated from the municipal special fund for energy conservation and emission reduction to support the development of renewable energy projects that will be put into operation between 2019 and 2021.   Among them:  

 

In 2019, the reward standard for PV power stations will be 0.3 yuan/KWH, and for distributed PV (including household PV) 0.15 yuan/KWH (school PV is 0.36 yuan/KWH).  

 

The incentives for photovoltaic projects that will be put into operation in 2020 and 2021 will be reduced by one-third and two-thirds respectively based on the 2019 standards.  

 

Pudong District, Shanghai  

 

On July 19, 2021, Shanghai Pudong New Area Development and Reform Commission issued the Notice on the Application of 2021 Pudong New Area Distributed Photovoltaic Power Generation Special Fund Project, proposing:  

 

From July 1, 2020 to July 31, 2021, distributed photovoltaic power generation projects with a single installed capacity of not less than 1 MEGAwatt (MW) will be invested and completed within the New Area.   Project subsidy standard: a one-time subsidy of 20% of the investment amount of fixed assets of the project (the total amount of photovoltaic related investment) is given to the project investment subject.   The total amount of subsidy for a single project shall not exceed 5 million yuan.  

12. In Beijing Economic development Zone, the integrated application subsidy of photovoltaic buildings is 0.4 yuan/KWH  

 

On August 23, 2021, the Management Committee of Beijing Economic and Technological Development Zone (BEDDA) issued the Policy on 2021 Fund Support for Green Development in Beijing Economic and Technological Development Zone (Draft), which plans to provide policy fund support for 15 types of green and low-carbon projects.   Among them, the distributed photovoltaic project will be based on the capital subsidy of Beijing city, and will be rewarded in accordance with 1:1 matching by the development zone.   The subsidy lasts for one year.  

 

The award criteria for distributed pv projects are:  

 

For conventional projects, the project subsidy standard of general industrial and commercial electricity price, large industrial electricity price or agricultural electricity price is 0.3 yuan per kilowatt hour (including tax);  

 

The subsidy standard for non-resident users of schools, social welfare places and other projects that implement the residential electricity price is 0.4 yuan per KWH (tax included) for high-end applications, and 0.4 yuan per KWH (tax included) for projects that realize the integrated application of photovoltaic buildings (photovoltaic modules are building components).  

 

The incentive calculation cycle is one year, with 50% of the project investor and 50% of the site property right party, and the combined amount of the district-level supporting incentive fund and Beijing Municipal incentive fund for each project shall not exceed 50% of the total investment amount of the project.  

 

13. In Shanghai, school pv subsidy is 0.36 yuan/KWH  

 

On June 2, 2020, Shanghai Municipal Development and Reform Commission and Finance Bureau jointly issued the "Shanghai Renewable Energy and New Energy Development Special Fund Support Measures (2020 Version)" and proposed:  

 

Funds will be allocated from the municipal special fund for energy conservation and emission reduction to support the development of renewable energy projects that will be put into operation between 2019 and 2021.   Among them:  

 

In 2019, the reward standard for PV power stations will be 0.3 yuan/KWH, and for distributed PV (including household PV) 0.15 yuan/KWH (school PV is 0.36 yuan/KWH).  

 

The incentives for photovoltaic projects that will be put into operation in 2020 and 2021 will be reduced by one-third and two-thirds respectively based on the 2019 standards.  

 

Pudong District, Shanghai  

 

On July 19, 2021, Shanghai Pudong New Area Development and Reform Commission issued the Notice on the Application of 2021 Pudong New Area Distributed Photovoltaic Power Generation Special Fund Project, proposing:  

 

From July 1, 2020 to July 31, 2021, distributed photovoltaic power generation projects with a single installed capacity of not less than 1 MEGAwatt (MW) will be invested and completed within the New Area.   Project subsidy standard: a one-time subsidy of 20% of the investment amount of fixed assets of the project (the total amount of photovoltaic related investment) is given to the project investment subject.   The total amount of subsidy for a single project shall not exceed 5 million yuan.
